If your country has an NDC and your city’s target is less ambitious than the NDC, please explain why.1According to LEDs submitted to the UN in December last year, the national NDC aims to reduce its emissions by 24.4% compared to 2017 emissions by 2030. However, the national NDC target has been requested to be raised and is under review to reset the target. The industrial sector accounts for 70% of national emissions, but in Suwon, the non-industrial sector accounts for more than 80%. Therefore, it is inappropriate to evaluate target intensity through direct comparison with national NDCs. Our reduction target corresponds to a higher level than the reduction target for the non-industrial part of the national reduction scenario. In addition, considering that Suwon's population has increased by more than 17% compared to 2005, the actual reduction is even higher.

Emissions Reduction5.1Please describe how the target(s) reported above align with the global 1.5 - 2 °C pathway set out in the Paris agreement.0Limiting the carbon-neutral roadmap proposed by scientists in 2050 to 1.5°C above pre-industrial levels under the Paris Agreement. Suwon, through the establishment of a basic strategy in April 2020, has set a roadmap to reduce 25% by 2030, 50% by 2040, and 80% by 2050, with the goal of reducing 80% compared to 2005 by 2050 and offsetting the remainder I have prepared. In addition, 20 implementation tasks were derived in 7 areas of the 3 major strategies. A roadmap was presented by detailed indicators for 100% energy zero constructure, 100% green vehicle introduction, zero use of oil and coal, and transition to renewable energy by 2050. We plan to establish a detailed action plan according to the carbon neutral basic strategy by December 2021. Experts in fields such as energy, urban planning, green space, architecture, transportation, and waste are participating as joint researchers, and we plan to reflect this in our policies with the highest level of policy by developing a Suwon type carbon neutral model.

It is necessary to transform the policy paradigm of the country and city and to create a consensus among all members of society. Based on this, legal, social, and economic directions should be established to mitigate and adapt climate change thereby obtaining social consent for action to address climate change.
