City-wide Emissions4.9Does your city have a consumption-based inventory to measure emissions from consumption of goods and services by your residents?2Provide an overview and attach your consumption-based inventory if relevant1Please completeLondon Councils and ReLondon commissioned the University of Leeds to conduct an analysis of consumption-based CO2 emissions at the borough-level for the period 2001-2018.University of Leeds is responsible for producing the Consumption-based accounts (CBA) for the UK Government and the Greater London Authority (GLA) (Owen & Barrett, 2019). The same over-arching methodology has been applied to calculate the HCBA for the London boroughs and the City of London. This means that the sum of the household footprints for the 32 London boroughs and the City of London will equal the emissions associated with household consumption reported by the GLA. The predominant methodology is an “Environmentally Extended – Multi Regional Input Output” model (EE-MRIO). This has become the standard approach to assess the consumption-based emissions of a country or region.The data shows that in 2018, Richmond ranked low in total borough consumption-based emissions amongst the Boroughs (26/33) but fourth highest in emissions per capita. Richmond’s consumption-based emissions were slightly above the London average in all product themes measured except education, where it was below the London average and Furnishings & appliances, where the borough was significantly above the average (+80%).These product themes included:Food & non-alcoholic drinks Alcoholic beverages & tobacco Clothing & footwear Housing & powerFurnishings & appliancesHealth Transport CommunicationsRecreation & culture Education Restaurants & hotels Misc. goods & servicesThis report shows that Richmond's consumption-based emissions in 2018 were around 1,868 ktonnes CO2e and 9.49 tonnes CO2e per capita. Whilst total emissions are amongst the lowest of London Boroughs, and are gradually reducing compared to other boroughs, the per capita figures are higher than the London and UK averages. Consumption emissions in Richmond have fallen by around 37% since 2001 (44% reduction per capita).
