The data available is from 2019, and the target is net-zero, so we are not able to measure progress against this date until subsequent reporting years. However, as can be seen from previous years (see our dataset for 2005 and the consumption based emissions figures), progress has already been made to reduce emissions borough wide. Whilst we only agreed a net zero by 2050 target for the borough in 2021, the action plans agreed at the start of 2020 and refreshed in 2021 recognise the need to decarbonise across the borough in line with the UK's 2050 and GLA's 2050 overarching targets. As such, the bulk of the action plans have always been geared towards meeting those goals, and the specific goal of net zero by 2050 formalised in 2021.

If your country has an NDC and your city’s target is less ambitious than the NDC, please explain why.3Reporting territorial emissions is consistent with the internationally-agreed approach to GHG emissions accounting under the Paris Agreement, in which all countries are required to make (nationally determined) commitments to reduce the emissions produced domestically. However, an alternative perspective associates emissions caused during the production of goods and services with the country that is the final consumer of those goods and services independent of where in the world those emissions occurred. Consumption emissions statistics have higher uncertainty than territorial-based emissions due to the large amount of national accounts and trade data needed in addition to GHG inventories to map the global flows of intermediate goods and services which provide inputs for a final product consumed in the UK. However, for the first time consumption-based emissions accounting has been included in this submission at borough level, providing an overview of trends in the period 2001 – 2018 (see previous section). The results show that Richmond has significantly reduced consumption emissions during this period. But we recognise emissions relating to lifestyles will make up an increasing proportion of our residents' carbon footprint and therefore have joined the pan-London programme One World Living and committed to reducing consumption based emissions by two thirds. Further work is being undertaken to develop a more granular understanding of lifestyles in London that can support effective interventions and policy recommendations and as this is a new target there is no specific progress. Whilst we only agreed this target in 2021, the action plans agreed at the start of 2020 and refreshed in 2021 recognise the need to decarbonise across the borough. As such, the bulk of the action plans have always been geared towards influencing the lifestyles or our residents as we are aware that consumption emissions make up a large proportion of the borough's overall footprint. And progress against previous years can be seen in the inventories submitted.

Emissions Reduction5.1Please describe how the target(s) reported above align with the global 1.5 - 2 °C pathway set out in the Paris agreement.0These targets are analysed by reference to advice of the Committee on Climate Change, which advises the UK and devolved administrations on meeting their emissions reductions targets and preparing for climate change, on the UK's carbon budgets to align progress with the Paris Agreement goals: the UK government set a statutory target in the 2008 Climate Change Act to reduce UK greenhouse gas (GHG) emissions by 80% from 1990 levels by 2050. In 2015 the UK committed to keeping emissions well below 2°C by signing up to the Paris Agreement of the United Nations Framework Convention on Climate Change. The Intergovernmental Panel on Climate Change (IPCC)’s Special Report on Global Warming of 1.5°C, published in October 2018, sets out the impacts of global warming of 1.5°C above pre-industrial levels with available scientific, technical and socio-economic evidence. Following a recommendation by the UK Committee on Climate Change (CCC), the UK legally amended the target in June 2019 to reduce all GHG emissions to net zero by 2050. In December 2020, following the CCC's advice to Parliament on the fifth carbon budget, the UK announced a new target to reduce the UK’s emissions by at least 68% by 2030, compared to 1990 levels to put it on a pathway to net zero. The CCC, has recommended that the UK sets a Sixth Carbon Budget to require a reduction in UK greenhouse gas emissions of 78% by 2035 relative to 1990, in line with net zero. The CCC also recommends that all local authorities should prioritise emissions reductions over the use of emissions offsets so that by 2030, offsets should only be used for areas where emissions are not avoidable due to a lack of technical alternatives. The Richmond targets follow this advice and are aligned with the 2050 net zero goals for the UK, themselves compatible with a global 1.5oC pathway. The council's own goal of net-zero by 2030 is of course more ambitious than the goal for the UK as a whole. In addition, the consumption-based emissions goal goes beyond what the UK government is currently committed to, which focuses on territory emissions only.
