If your city has both mitigation and energy access plans, please make sure to attach all relevant documents below.11Description of stakeholder engagement process1A draft version of the Climate Change and Sustainability Strategy went to Committee in July 2019. Following this a consultation was launched with 561 respondents, and detailed written submissions from community groups. The consultation found overwhelming support for Richmond Council to take action on climate change with 85% of respondents saying it was one of the top three priorities for the Council and over half saying it was the top priority for the Council. 75% agreed that the target of being carbon neutral as an organisation by 2030 was appropriate. In addition, there was overwhelming support for the approaches proposed for the individual sections of the strategy. An extensive communications plan was developed and delivered, including posters, promotion via social media, information on the Richmond website and video content. Two climate change summits were held: A youth focused summit, which included 160 children from 19 schools, which Sir David Attenborough attended for an hour long Q&A session on climate change and reflections on his life’s work highlighting the fragility of our planet and the need for action in addressing the climate emergency; An adult focused summit, attended by 130 people and facilitated on the day by representatives from local environment and climate change groups. Officers met with key local partners, including Achieving for Children and South West London Environmental Network and officers in other London Boroughs, attended London-wide officer network events, including the London Environment Directors Network (LEDNet) Climate Change Group, the LEDNET policy group and the London Policy and Strategy Network. An initial review of progress on the RCES and first action plan was reported to Committee in September 2020 and a comprehensive report and update on every action went to a public committee meeting in February 2021. Alongside this, an updated action plan for 2021 was scrutinised and agreed. Plans are underway for the council to hold a week long climate event in Richmond at the same time as COP26 that will allow residents, businesses and local groups to come together to talk about and take action on climate change. The main themes of the week would be aligned with those in the Climate Emergency Strategy and outputs from a variety of sessions will inform the refresh of the action plan for 2022.

Officers have also met with key local partners, including Achieving for Children and South West London Environmental Network. In order to get a London perspective officers have also met or spoken to officers in other London Boroughs, including Camden, Ealing, Hackney, Hounslow, Kingston and Redbridge. Officers have also attended London-wide officer network events, including the London Environment Directors Network (LEDNet) Climate Change Group, the LEDNET policy group and the London Policy and Strategy Network. On a sub-regional basis, the South London Partnership has also started working on climate change as a key issue and officers are involved in work here. 3.10 In order to understand the work of leading climate change charities and organisations and identify how the best practice they have identified can be applied in Richmond, meetings and calls have been held with UK100, Climate Outreach, Possible and the Centre for Sustainable Energy. Officers have also attended conferences and events organised by groups such as Friends of the Earth, Nesta, Carbon Literacy Trust, Royal Geographical Society and Localis.

The project aims to increase the profile of eCargo bikes and their diverse and scalable uses, reducing journeys made by car and van within the Council’s operations and across the borough. In 2021 the Council committed its own funds to scaling up the ecargo bike offering for businesses and residents. In addition, an e-scooter trial is live and funding has been allocated to developing cargo bike parking and storage options, alongside reallocation of roadspace.
