Governance and Data Management1.2Please list the local government departments involved in the GCC program and its role.3Role in the GCC program1We are here to catalyse a significant reduction in the council and city’s carbon emissions in the context of sustainable development. The Climate Change Team enables Bristol City Council to lead on our ambitious goals for climate action and to continue our extensive ongoing environmental management work. We are part of an integrated service with the Sustainable City Team - working holistically as the Sustainable City and Climate Change Service. Much of our work is achieved within the framework of the BCC Climate and Ecological Emergency Programme. The Climate Change Team is dedicated to: work on climate change for Bristol City Council and the City of Bristol and environmental management for Bristol City Council Our primary role is to be a catalyst, to create and foster the change needed to achieve Bristol’s ambitious goals. Specifically for: Bristol City Council (BCC) to be carbon neutral for its direct (Scope 1 and 2) emissions by 2025 and an exemplar in the management of its environmental impacts, and for the City of Bristol to be carbon neutral by 2030, and for both BCC and the City of Bristol to be climate resilient by 2030

Governance and Data Management1.3Please list the key development challenges, barriers and opportunities within the GCC Program.2Please describe the selected development, challenge, barrier or opportunity1Opportunities exist to upscale our development and training provision to key areas of the council that have key impacts on our ability to decarbonise the city such as senior leadership, major projects, procurement, and strategic partnerships. Newly created roles within the sustainable city and climate change teams mean that there are now colleagues dedicated to scoping and delivery of staff training needs in order to achieve decarbonisation. Assessment of training needs is currently being carried out in a number of ways, however so far there have been no formal assessment reports other than page 15 of the attached document. Despite this, work is ongoing through conversations across departments to understand what specific courses and delivery methods are most useful to different teams.

1373152185Bristol City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope1. Governance and Data Management1.4Please list the stakeholder engagement activities for each relevant stakeholder group.4Aim of the engagement activities11) Outreach to Bristol organisations, and organisations with operations in Bristol, either directly as the council, via BGCP, Business West, Severnnet (tbc), via partners and their peers to ask for their support and commitment to reducing carbon to net zero.2) Create a delivery plan for a segment of a OCCS theme, under the auspices of at least one committed partner.3) Create the space for the difficult conversations that will challenge the city to address the tough areas of the OCCS. This would ideally lead to a tight coalition of partners, perhaps including but not led by the council, grappling with the hard problems, proposing solutions, exploring how these will happen and taking further action under the brand of ‘net zero by 2030’ or the ‘OCCS’. 4) Deliver consistent communications to organisations including stories of non-council (as well as council) actors and partners delivering actions towards net zero.

Governance and Data Management1.7Please provide information specifically on the impact of the COVID-19 economic response on climate action in your city and synergies between COVID-19 recovery interventions and climate action.3Explanation1ResponseThe One City Economic Recovery and Renewal Strategy has been produced with input from a wide range of institutions, organisations and individuals in Bristol, and begins to set out our priorities for recovering and renewing the city’s economy in the context of sustainable development. While its scope is economic, its aims are broad, and it contains a detailed analysis of the impact to date on our people, our businesses and our places, as well as setting out priorities which will later form a comprehensive action plan for the city. Our overarching priorities, in line with the earlier Statement of Intent, are: to seek to reduce poverty and inequality; to increase the city’s resilience and environmental sustainability; to enhance the economic and social wellbeing of every community. To meet these goals we must both reduce social inequalities to levels much lower than before the pandemic, and take significant action on the environment; so our goal is to renew the city’s economy, not just to recover to the position we were in at the beginning of the year. We are not alone in this challenge, and we will build on the work of many others around the globe. The framework set out by the United Nations Sustainable Development Goals (or SDGs, and also known as the Global Goals) will help us to put the principles of social inclusion and environmental sustainability at the heart of recovery planning, and this strategy is aligned with, and will be measured against the SDGs.The strategy is built around three pillars, with priority areas for response and recovery identified within each pillar. A detailed analysis of the evidence and context for each pillar is also set out. Inclusion and sustainability are at the heart of all three pillars.People and labour markets:protecting employment levelsbuilding skills and improving pathways to work for young people and groups disadvantaged in the labour marketcreating opportunities for better employment, particularly in green industries.Business and investment:supporting businesses to recover from the crisispromoting digital innovationinvestment in low carbon technology and practicesattracting the location of new and established businesses into the region.Bristol’s places:enabling development to ensure provision for future homes, jobs and quality placesimproving connectivity and the protection and enhancement of green spaceprotecting and enhancing the viability of high streets and local centrestargeting place based intervention on areas with communities experiencing long term deprivation
1373302185Bristol City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope1. Governance and Data Management1.8Please describe your city’s climate data management plan including data collection, storing, quality assurance/checking (QA/QC) and updating of the plan, and attach reference document.0We do not have one single data management plan but run continuous reporting on emissions as part of our Environmental Management System which is accredited to ISO14001 standard. Our reporting methodology is in line with national CRF and we are seeking external verification for aspects of our corporate carbon reports. Going forward we are changing our reporting structure to reflect strategic targets for scopes 1, 2 and 3 for the Council and the city itself. Attached is a recent example of reporting methodology that has been used by the Centre for Sustainable Energy to complete reports on our behalf looking at the footprint of six community organisations across the city.We have also begun to formally work on developing climate risk layers in our GIS mapping capabilities.Community carbon footprints_Method report.docx
