Governance and Data Management1.6Please provide information on the overall impact of COVID-19 on climate action in your city.2Comment1ResponseThe two months of confinement, from 17 March 2020, resulted in a net decrease in greenhouse gas emissions, both in terms of the overall carbon footprint, due in particular to the shutdown of the aviation sector, and in terms of the emissions directly produced in Paris with the reduction in traffic and energy consumption in buildings. Directly linked to traffic and other industrial installations, pollution has fallen sharply in terms of concentration in the air and source of emission (in particular, a 25% reduction in nitrogen oxide concentrations, according to Airparif). The consequences of the covid-19 pandemic have in many ways accentuated climate actions or dispositions. For example, the increase of bicycle path creation in the city (+50km) to avoid overcrowding in public transport, and olso the development of public transport and the sustainable transport offer. The drop in road traffic was -77% in March and 62% in April 2020 in Paris, while bicycle use increased by 80% from the end of the lockdown. During the first lockdown period, there was a significant decrease of 39% of the waste produced in the area. In terms of food, as in the rest of France, there has been a significant increase in the demand for short food circuits and products from organic farming.The City of Paris and its partners in the Paris Action Climate (PAC) charter conducted a study during the period of the first Parisian lockdown. The objective was to assess to what extent the health crisis could be a brake or a catalyst for the Social and Environmental Responsibility policies of Parisian companies. To determine whether companies had focused on their economic survival independently of ecological impacts, or had taken the time to question their model in order to strengthen their environmental approach. For the majority of the PAC charter signatories, the health crisis did not change the companies' commitments to sustainable development. During this period, corporate social responsibility came back to the forefront in order to support employees in the face of a new organisation. For other partners, the health crisis has highlighted new issues that will be taken into account in the recovery plans through the development of new uses and services. In order to support Parisian companies in this transformation, the Paris Action Climat scheme offers a cross-sectional view of the impacts of the health crisis with regard to the Sustainable Development Goals (SGG) and the Paris Climate Action Plan. For each of the17 themes of the SDG, the Covid 19 crisis has brought to light points of fragility but also opportunities to rethink the local economy in the perspective of carbon neutrality.For more than a year, the management of the health crisis - and its heavy economic and social consequences - has largely confirmed the City's choice to opt for proximity. Experience has clearly shown that the most appropriate decisions are those taken by the level that is best placed, as close as possible to reality. It is also in proximity that we ensure the most agile, and therefore the most effective, management of public action. At all levels and in all areas, the City wishes to place its trust in local elected officials, in those working on the ground, and in the involvement of residents. This is why the City of Paris has launched a "big bang of proximity" to build the 15 minutes city.This involves the simultaneous deployment of several reforms on an unprecedented scale :•a profound transformation of the Parisian administration which will make the Mayors of the arrondissement the pilots of municipal action in their arrondissement;•sectoral reforms in the areas of cleanliness, maintenance and security to improve the living environment;• to improve the quality of life of Parisians;•new hyper-proximity services;•strengthening local democracy with new ways of participating allowing residents to clearly identify responsibilities and get involved. The cost of the Covid-19 crisis for Paris is now estimated at 600 million euros, including the Recovery Plan.

This map offers visibility to local shops and promotes alternative devices (delivery and / or order collection) to Parisians.October 12, 2020: The City of Paris launched the call for projects "Relaunch my business differently" which provides 6 million euros to support Parisian businesses in adapting their premises to the health crisis and the ecological transition. This call is addressed to entrepreneurs, shops, craftsmen, liberal professions and social economy structures.October 8, 2020: Launch of the new tax credit for the energy renovation of the premises of VSEs and SMEs from October 1, 2020. The amount of this tax credit is 30% of eligible expenses, up to a limit of €25,000 per company.November 3, 2020: extension of Medicare subsidy opportunities to reimburse 50% of investments in protective equipment (gel, masks, visors).In terms of public transport and sustainable transport, several actions have been undertaken. Firstly, 60km of additional bicycle lanes have been created to avoid overcrowding on public transport due to the measures against covid-19. Among the actions and measures of the Recovery Plan : For more than a year and in the context of the economic crisis we are experiencing, the City of Paris has been mobilising to support economic actors by encouraging a resilient and sustainable recovery of activity.Parisian companies will be supported in three areas: economic development and attractiveness; ecological and digital transition; employment, education and training.After a first edition that supported 117 companies for a total amount of 2.5 million euros, the call for projects "Relaunch my company differently" has been renewed in 2021 with an exceptional budget of 6 million euros. The City of Paris thus helps companies to develop their premises in order to have a positive impact on the ecological transition, universal accessibility, digital transition and health protection. The City can contribute up to 80% of the cost of the project up to a limit of 50,000 euros per company. This direct aid, paid in the form of grants, does not require any reimbursement.In order to respond quickly to the needs of companies, the 2021 edition provides for two waves of project selection. The first, carried out at the beginning of June by a jury made up of the Chamber of Commerce and the Chamber of Trades and Crafts, enabled around fifty winners to be selected.The City will invest €1.4 billion in 2021, which will help provide essential outlets to support business activity. This program will contribute to the sustainable transformation of the city, including the greening of the Champs-Elysées or the Porte de la Chapelle, swimming in the Seine in preparation for the 2024 Olympic Games, and the creation of new bicycle paths throughout the city.A triple-play offer (Internet, TV, fixed telephony) for less than 2 euros per month will be offered to tenants of the social housing stock who so desire. This offer, which has already been tested with 20,000 Paris Habitat tenants, will be extended to all three landlords.The Île-de-France Region, the “Banque des Territoires” and 70 local authorities in the region, including the City of Paris, have set up a €100 million "Île-de-France Resilience fund" to support the recovery of small businesses in difficulty due to the Covid-19 crisis. The City of Paris has decided to contribute €10 million to the Ile-de-France Resilience Fund.The 100 million euros "Resilience Ile-de-France fund" is intended for businesses with 0 to 20 employees: very small businesses, micro-businesses, associations and social economy players impacted by the health crisis and which have no or no longer access to bank financing. It provides a solution for financing costs related to the adaptations that are essential to the recovery and maintenance of the activity (material and immaterial investments to respond to the new health situation, resupply, etc.).In 2018, the City of Paris and the social landlord Paris Habitat created VRAC Paris. This association, "Vers un Réseau d'Achat en Commun" (Towards a Common Purchasing Network), aims to make quality products (foodstuffs, hygiene products, cleaning products) accessible to as many people as possible, primarily local, from peasant, organic and fair-trade farming. They are sold at low prices, thanks to the reduction of intermediate costs (short circuits) and superfluous (bulk products, reduction of packaging). Six sites exist today. By the end of the year, 4 new sites will be opened, allowing more than 3,000 additional tenants to access VRAC.
