14016331175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.0Has a climate change risk and vulnerability assessment been undertaken for your city?0YesA first study on risk and vulnerability assessment has been made in 2012. The city of Paris is currently working on updating this study. The new study will be available in late 2021 or 2022.

Climate Hazards and Vulnerability2.0aPlease select the primary process or methodology used to undertake the risk and vulnerability assessment of your city.2Description1Risk assessment methodologyThe assessment "Paris's strenghs and weaknesses facing climate change" has been made in 4 different steps in 2012-2014.1- First : a work has been carried out with the French national meteorological and climate organisation (Météo-France). Météo-France has characterised the Parisian climate by providing elements about past climate, and about projections of a potential future climate throughout the 21st century in Paris. As for evaluating the physical risks, we made some research on how the City of Paris has tackled previous extreme events (2003 heatwave, 1910 river flood, 1999 storms...) and we compiled some information on diverse research projects (future water availability, modelling of urban heat island effects for Paris...).2- Second, the city was helped by a private consulting firm to lead 60 interviews (40 institutions and partners, 11 sectors) in order to assess the vulnerabilities and opportunities for the city in a context of climate change and resource depletion. 3- Third, an assessment of the priorities was made with an experimental ranking method by the consulting firm: the vulnerability of 7 systems according to 10 climate hazards and the scarcity of 4 resources was assessed and ranked in this study. 4 - Finally, the results of the study were summarised into 25 short briefing sheets : 8 climate related risk, 4 resources depletion, 13 vulnerable sectors for Paris. The city is currently working on the update of this study which should be available in late 20201 or beggining 2022. Vulnerability of systems will be reassessed regarding more recent climate scenarios from the IPCC, and regarding new contexts and progresses which has been made since then. Air quality will be considered as a new resource. 3 systems will be assessed more deeply (insurance, climate migrations, important events - sports, cultural, etc.).

The assessment has been made according to 10 climate hazards (heatwaves, droughts, extreme cold temperature, Snowfall and ice, Heavy rain, Flood, Storm, Ground movement, Evolution of average temperatures, Rainfall evolution) and the scarcity of 4 resources (water, biodiversity, food, energy). Knock-on effects between systems have also been anylysed and taken into account. The systems are the following:1. Energy networks and facilities▪ Electrical network▪ Gaz network▪ Heating network▪ Cooling network 2. Water facilities▪ Drinking water service▪ Sanitation and rainwater management service▪ Non-potable water management3. Urban setting :▪ Built environment and public space▪ Parks, gardens, woods, cimeteries▪ Waste management▪ Telecommunications4. Mobility and Transport5. Public Health6. Insurance system7. Economic and social attractiveness▪ Economic activity, sectors and employment▪ Tourism and cultural heritage▪ Lifestyles and leisures▪ Migration

Climate Hazards and Vulnerability2.0dIf the city’s climate change risk assessment has been conducted more than 4 years ago, what update/revision process does your city have in place?2Provide more details on the update / revision process for your climate risk or vulnerability assessment1Update/revision processThe City of Paris has been taking into account the challenges of adaptation to climate change for many years. An analysis of the vulnerabilities and robustness of the Parisian territory was conducted in 2012. The results of this study served as the scientific basis for the City of Paris' 2015 climate change adaptation strategy. Climate change adaptation also represents a major component of the City of Paris' latest Paris Climate Action Plan, adopted in 2018.The City of Paris wishes to update certain parts of the 2012 study on the vulnerabilities and robustness of the Parisian territory to climate change, and to develop new communication tools to illustrate the resulting conclusions in order to raise awareness of these issues among various stakeholders. The new study is under development and is expected to be published by september 2021.
