14046031175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city1Some public services are not adapted to the high density of population of the city.
14046131175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city2Many buildings are not adapted to climate hazards such as floods or heatwaves, and this is even more challenging for vulnerable population. In Paris, 22.5% of households with two or more people live in housing that is too small for the size of their household (APUR, 2020).
14046231175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city3Land use planning can enable to transform public spaces, a greater place for water and nature, build a sustainable city.
14046331175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city4WATER: The phenomenon of aggravated droughts in the medium and long terms poses the problem of the water supply of Paris and its region, both for drinking water needs and for agricultural and industrial uses. This problem must consider the scale of the Seine basin.ENERGY: Paris is very dependent on external energy supplies. Local energy production and consumption control will become essential to maintain the local economy (including tourism), the living conditions of households, the quality of transport… This issue can only be addressed through a long-term metropolitan approach and by integrating the contextglobal energy.BIODIVERSITY: Biodiversity can be considered both vulnerable to climate change (droughts, heat waves, floods, migration of species ...) and as a response to adapt to the new conditions (planting to fight the heat by city, to limit the effects of heavy rains, diversify to better resist changes ...). This issue is apprehended in the short and medium term, at the building, district, city and metropolitan scalesFOOD: Due to the various fragilities and pressures weighing on the regional agricultural development model (current lack diversification of crops, increased urbanization, etc.) and increased dependence on irrigation, productions may be more sensitive to events extreme climates (droughts in particular). Indeed, if the irrigation water needs are not met, this will necessarily have consequences for the city's supply (rising prices, tensions on the agricultural markets, even rupturessupply).
14046431175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city5In Paris, community engagement can foster new lifestyles and boost solidarity (Paris volunteers).

Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city6The cost of living in Paris is very high. This can lead to difficulties in finding accommodation, renovating housing, accessing healthcare, avoiding nuisances, consuming organic and local foods, etc.

However, steps are taken to assess the share of the budget meeting the mitigation and adaptation objectives (green budgeting).
14046731175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city8On one hand, the environment has become a major factor in migration and displacement around the world. In 2015, three times as many people displaced by natural disasters only because of wars and violence. So a World Bank report of March 2018 evokes 143 million climate migrants from hereto 2050. Currently, while the city is hosting more and more migrants, living conditions of migrants are not satisfying in Paris. On the other hand, the COVID 19 crisis shows also that crisis may reduce Paris' attractiveness.
14046831175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city9We must make progress to make the data more readable for citizens, especially for most affected audiences, areas, and sectors (as real-estate sector).
14046931175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city10Education and schools more and more take into account climate and adaptation issues. In Paris, the city wants to create a "Climate Academy" and adaptation issues shoud be taken into account.
14047031175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city11Social, health and environmental inequalities exist in Paris. They reduce the capacity of adaptation of the population. A study has shown which neighbourhoods cumulate such inequalities. Policies should be targetted to reduce these inequalities by creating new public services .
14047131175City of ParisFranceEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city12Political engagement in Paris enables the administration to work on these issues. The Mayor of Paris was president of C40 from 2016 to 2019. Paris elaborated its first climate plan on a volountary basis in 2007.

Indeed, regulatory documents such as the local urban plan are not necessarily adapted to the objectives of the Climate Plan, but could be extremely effective levers to meet these objectives. Work is currently underway to further orient these documents in favor of mitigation and adaptation.

Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city17The City of Paris has set up public health policies and systems in many areas (healthcare provision, prevention, health promotion, environmental health, etc.) supported by central services (prevention and screening office, school health office, access to healthcare office, environmental health service, health promotion and inequality reduction unit, mental health and resilience unit, etc.) and local structures (health centers, medico-social centers, prevention structures, etc.). They are also relayed by territorial entities (territorial health teams, city health workshops, etc.). Public policy on resilience, mitigation and adaptation to climate change and environmental health, which aims to identify risks, prevent them or reduce their effects on health.Development of a health observatory, taking into account population vulnerabilities and environmental health. Moreover, in addition to liberal and hospital medicine and the presence of university research teams, there are a large number of health centers in Paris, both municipal and private. The assistance to the installation of private practicing structures grouped in sector 1, constitutes a strong axis of the municipality. These structures are able to meet the challenges of the fight against social inequalities in health and the development of prevention.
