14230131175City of ParisFranceEurope6. Opportunities6.3Describe how your local/regional government collaborates and coordinates horizontally on climate action.2Description1Horizontal collaboration and coordinationThe Paris Climate Plan must legally be articulated with various local policies, adopted by the City of Paris, by the Île-de-France Region and by the Greater Paris Metropolis. The Territorial Climate Plan has an obligation of compatibility with the Metropolitan Climate Plan. The latest versions of those 2 plans were designed in the same timeframe and in collaboration. The Greater Paris Metropolitan Area and the City of Paris face the same challenges: conducting energy renovations on private buildings, improving air quality, providing more public transport in the inner and outer suburbs, clean deliveries, etc. The City of Paris will ensure that our own Climate Plan is compliant and consistent with the Metropolitan Plan and those of surrounding areas. The City will share lessons learned, participate in cooperation projects, and develop partnership-based financing tools to create the best possible conditions for achieving carbon neutrality across the entire metropolitan area.Regional “master schemes” are strategic frameworks aimed at coordinating and mobilising the various local and regional authorities. Thus Paris CAP has to be compatible with the Regional Climate, Air and Energy Scheme which draws up a territorial diagnosis and defines objectives and guidelines for reducing greenhouse gas emissions, developing renewable energies, adapting to climate change and combating air pollution. The Île-de-France Region's urban development Plan defines regional guidelines in the field of urban planning. All local urban planning documents issued by Île-de-France authorities must be compatible with it. So the Paris Urban Development Plan must take into account the measures of the Paris climate plan and be compatible with the Regional urban development plan.Local planning policies are made up of various documents, general or sectoral, adopted at different levels. The principle of "opposability" governs their respective relationships (compliance relationship, compatibility relationship, consideration relationship). Paris Climate Plan is articulated with all those Parisian plans : Air quality, Food, waste, …
14230231175City of ParisFranceEurope6. Opportunities6.4Describe how your local/regional government collaborates and coordinates vertically (higher levels of government) on climate action.0By definition, the local climate plan defines and implements on its territory the international, European and national objectives in terms of air quality, energy and climate. The Paris Climate Plan and the French Climate Plan share the same objective of carbon neutrality by 2050 in line with the Paris Agreement. The transition towards carbon neutrality of cities like Paris cannot be accomplished without State government support or changes to the legislative and regulatory framework. This is why Paris will encourage the State to adopt national measures to support actions taken by local authorities.

This structure will make it possible to help individuals, companies and local authorities wishing to offset their greenhouse gas emissions by financing ecologically virtuous projects. The planned operator will take the form of a cooperative, which will mobilise several financing tools: low-carbon label, energy saving certificates and participatory financing to cover a maximum number of sectors: renewable energy, sustainable agriculture, forestry, energy renovation of buildings, etc. This tool will be particularly useful in the run-up to the 2024 Olympic and Paralympic Games, an event that will have to be carbon neutral and in which many companies could be interested in such a scheme. The operator should be launched in 2022.

The Academy is constantly evolving and is part of a learning and educational innovation approach: it is a transformative place to leverage reality and to shake up both current individual and collective practices and decision-makers.Located in the former town hall of the 4th arrondissement, on more than 4600 m2, the Academy will welcome various audiences: Schoolchildren and college students during the week, young people aged 15 to 25 in the evening and at weekends, associations and project leaders, and families will have access to all the offers in an adapted format during the holidays and at weekends. For everyone, free access: exhibitions, shows, debates, workshops, work spaces, a green courtyard, a third-party refreshment area, will contribute to the richness of the place. An incubator will accompany professional projects, support associations, and prepare for the transition professions. The launch of the Climate Academy, in September 2021, follows the "test and learn" methodology. The project will be evaluated and improved as it goes along, according to these three criteria :the involvement of young people and the response to their needs, the scientific expertise and the pedagogical innovation conducive to the development of formal and informal skills.

As part of this commitment, the City of Paris has elected to develop a Sustainability Bond Framework in accordance with the Green and Social Bond Principles 20171 , for the future issuance of Climate and/or Sustainability Bonds. As per the French constitution, the City of Paris maintains financial and administrative autonomy to fund and approve local development projects from its local budget. The scope of the City’s responsibilities cover social services and healthcare; urban planning; primary and secondary schools; culture; environment; economic development; and water management, waste collection and recyclingMore information in the attached document.City of Paris Sustainability Bond Framework.pdf

14234031175City of ParisFranceEurope6. Opportunities6.6Has your city tested their climate actions through pilot/demonstration projects?2Description of project and weblink1Tested by city governmentThe city of Paris has tested a number of projects with pilot initiatives that are intended to be scaled up to a larger scale in the city.Among them, we can mention the Two Shores district. A multi-actor community associating on a specific perimeter, namely a part of the 12th and 13th arrondissement of Paris. In three years, the approach has brought together more than 20 organizations that occupy this territory, around a collective desire: to carry out circular economy projects and reduce the environmental impact of their activities. Other circular districts should emerge in Paris, the objective being to create reproducible circular economy models that reduce the ecological impact of production and distribution systems, on a territory, whatever the organizations. In 2017, the 10th arrondissement of Paris adopted a Climate Roadmap (a declination of the Paris Climate Action Plan). Among the seven priority thematic issues, there is that of aiming for zero waste. They launched the pilot project of "Rue Zéro Déchet", located on "Rue de Paradis". The issues studied include: The accompaniment of residents and office users ; Supporting businesses and restaurants in redistributing unsold goods, sorting and processing cardboard and pallets, reducing consumables (cutlery, packaging...);The prevention of bulky items and litter through the organization of municipal collection ; And finally the collection and local treatment of bio-waste.The City of Paris has been experimenting the collection of food waste since 2017. An operation that is in line with the law on energy transition, which foresees that all French cities provide a system of food waste collection at the source by 2025. The 2nd, 12th and 19th districts are pilots in this project.2017-2023: the Saint Vincent de Paul pilot district, resilient and low carbon. An innovative production of heat for heating and domestic hot water has been installed from the city's non-potable water network, in connection with the CPCU network, in order to supplement needs during winter consumption peaks. The global mobility strategy, which prefigures the "zero car" ambition for the district by 2050, has been validated. A mobility center is to be installed, and the area will be a peaceful zone with motorized traffic reduced to a strict minimum.

Opportunities6.7Has your city received/secured funding for any climate projects (e.g. energy efficiency, renewable energy, low emission vehicles, waste management, flood defence etc.) from an International Financial Institution (e.g. World Bank, Asian Development Bank, etc.)?2Comment1Funding received/securedThe CoRDEES project was funded by the European Union under the Urban Innovative Actions (UIA) programme for a period of three years, i.e. until 31 October 2019. This project aimed to pilot the energy consumption of the Clichy Batignoles eco-district. The project consisted in getting the main stakeholders involved in energy decision-making to adopt performance commitments and to form a governance structure. This governance has to be supported by an entity called a "district energy facilitator", who was supposed to help in: 1)Self-administration, 2) equipping them with tools that allow them to know and even control the real energy functioning of the buildings.3) Improving performance in concrete terms by using a variety of means, from carrying out work to raising awareness among users.
