Water Security14.3Please select the actions you are taking to reduce the risks to your city’s water security.4Action description and implementation progress1For emergency water supply, Wellington City Council in undertaking a 4 year project to install fifty 25,000-litre emergency water tanks. This project is in line with the Wellington Regional Emergency Management Plan. Wellington City Council is half way through the project and to date 25 emergency water tanks have been installed in suburbs around Wellington. Most of the tanks hold 25,000 litres of water each but in some locations two 10,000-litre tanks have been installed.

Water Security14.3Please select the actions you are taking to reduce the risks to your city’s water security.4Action description and implementation progress2The development of a new water reservoir in an inner city suburb has just begun construction. Following completion it will hold 35,000,000L of water, and will act as an emergency water supply for Wellington Hospital, and significantly increase water storage for the central business district.Wastewater and stormwater upgrades are underway on appropriate sites. A taskforce was convened in 2020 to review the current state of three-waters infrastructure in Wellington, identified risks, and possible mitigation actions. This has been received at Council and is currently being reviewed. In July 2020, the Government launched the Three Waters Reform Programme – a three-year programme to reform local government three waters service delivery arrangements. Rather than piecemeal solutions, comprehensive, system-wide reform is needed to achieve lasting benefits for the local government sector, our communities, and the environment. The Government’s starting intention is to reform local government’s three waters services into a small number of multi-regional entities with a bottom line of public ownership. The exact size, shape and design of these entities is still being worked through. It is expected any resource management/conservation will be delivered through this.

Water Security14.3Please select the actions you are taking to reduce the risks to your city’s water security.4Action description and implementation progress3The need for stormwater upgrades are monitored closely by Wellington Water. This will also be part of a broader review around city adaptation needs over the next 1-2 years, and will be impacted by the 3 Water's reform programme at the national level.

Climate Hazards and Vulnerability2.0aPlease select the primary process or methodology used to undertake the risk and vulnerability assessment of your city.2Description1Risk assessment methodologyWellington conducted a city level vulnerability and risk assessment primarily relating to sea level rise and storm surge in 2013. The value of the assets that were impacted by sea level rise and storm surge were estimated for the different scenarios. The model used IPCC guidance and it applied different scenarios from the IPCC and applied these to Wellington.A 2019 report by the National Institute of Water and Atmospheric research (NIWA) was undertaken to explore extreme climate scenarios and their impacts across the greater Wellington region. This report examined temperature and rainfall extremes, along with drought and extreme storm tide events with sea-level rise. It also outlined implications for insurance, agriculture/horticulture, ecosystems and urban environment across the region.
