Please provide details on the boundary of your plan, and where this differs from your city’s boundary, please provide an explanation.11Describe the synergies, trade-offs, and co-benefits of this interaction1The 2017 Resilience Strategy and the 2019 Te Atakura Blueprint have acted as the basis for more detailed planning and action mapping of mitigation and adaptation opportunities. Synergies - both mitigation and adaptation actions identified require significant community engagement on the challenges faced and options to plan for the projected impacts. The goal is to ensure the whole city has an opportunity to understand the implications and costs associated with interventions to protect and adapt vulnerable areas.Co-benefits - Overall, Wellington's resilience will increase, with more empowered, disaster-prepared, and connected communities as a result. By employing design principles to redevelop vulnerable parts of the city we will be better placed to protect Wellington's identity. Other co-benefits to be realised are better health, educational and economic outcomes from home energy enhancements and better air quality from decarbonisation of the transport fleet. Both 'soft' and 'hard' measures will see natural defences against seal level rise providing recreational values, generating habitat for indigenous biodiversity, and making areas more attractive. Harder defences could be used to provide flexible community spaces and active transport corridors along a raised shoreline.Trade-offs: both mitigation and adaptation actions will involve the use of energy derived from fossil-fuels, involve the use of emission-intensive goods like cement and steel, so that it is essentially impossible to avoid 'capital emissions'. However, awareness of these embodied emissions is increasing, as well as our capability to model and reduce where possible. Additionally, there is a lack of financial resources to complete all intended actions, and the city will need to prioritise which areas to focus resource-intensive protection. Careful and deliberate land-use assessment is necessary to ensure that land-use change doesn't lead to a trade-off scenario. The Resilience Strategy has identified a key focus of our future Adaptation Plan, which will include engagement with the community, as well as other local Councils that share our hazards.

There was extensive engagement for the Resilience strategy, and since then there has been specific community-driven engagement with some of our coastal communities, while wider city engagement will be directed within a targeted adaptation plan.

Using our hazard maps we can target which areas will experience, or are already experiencing, water events that will continue to be exacerbated by climate change. Discussions have begun with some coastal communities, and small-scale coastal protections are being considered for one of Wellington’s smallest coastal communities that sits within a reserve area.
