If your country has an NDC and your city’s target is less ambitious than the NDC, please explain why.1Country: In 2013 Central Government set an unconditional 2020 target for New Zealand to achieve a 5% reduction below our 1990 level. As of June 2021, New Zealand is projected to meet its unconditional 2020 emissions reduction target by using units from forestry and those carried over from the first commitment period, to account for the 3.7% difference in the carbon budget allowance and our gross emissions. New Zealand's NDC under the Paris Agreement is a 30% reduction below 2005 levels by 2030. Furthermore, the Zero Carbon Bill was passed by Parliament in May 2019, and came into effect December 2019, which legislates for net zero GHG emissions by 2050, excluding biogenic methane - biogenic methane is to be reduced between 24-47% below 2017 levels by 2050. The Government is now working on developing national mitigation and adaptation plans, which we expect to be factored in at the local level in the coming years.City: Wellington Council has committed to ensuring Wellington is a net zero emission city by 2050 with a commitment to making the most significant cuts in the next 10 years. This aligns our plan with the objective of the Paris Agreement to limit global temperature rise to well below 2°C above pre-industrial levels and pursue efforts to limit the temperature increase to 1.5°C above pre-industrial levels. Between 2000/01 and 2019/20, Wellington City's net emissions decreased by 7%. Wellington City has updated it's reduction targets based on the OPCC methodology, using data from 2018, and has adjusted this in line with a 2020 baseline. Based on population projections, this results in a 57% reduction off our 2020 city emissions by 2030, and a net zero reduction by 2050.

Emissions Reduction5.2aPlease identify and describe the conditional components of your city-wide emissions reduction target(s).0Wellington city's emissions profile is dominated by the transport sector at 48% of the city's emissions in 2020. Importantly, 70% of transport emissions are a result of road transport - dominated by private vehicle use, nearly all of which are fossil fuel combustion engines. Due to the current policy settings from central government to encourage EV uptake being underwhelming, the city council has no control over providing policy with teeth to foster EV uptake. A combined approach is needed where central government incentivises EV uptake, dis-incentivising purchase of ICE vehicles, while local authorities and the national transport agency focus on improving public and active transport infrastructure. Significant mode shift throughout the city, combined with high uptake of electric vehicles and an increase in amount of renewable electricity generation in the national grid have the potential to reduce City-wide emissions by a further estimated 116,612 tCO2-e or 10% by 2030. These reductions will only be possible if Central Government contributes the necessary policies, regulations and funding; thus we must advocate to Central Government for these changes.Additionally, emissions from refrigerant use in the IPPU sector accounts for 7% of the city's emissions; and while only a small proportion, this sector has seen a 515% increase in emissions between 2001 and 2020 measurements. This follows developments at the national level in NZ, where emissions have risen, signalling an alarming trend, which has relatively little regulation. This is another area we will need to advocate to central government for national level guidance and change.
