Emissions Reduction5.4Describe the anticipated outcomes of the most impactful mitigation actions your city is currently undertaking; the total cost of the action and how much is being funded by the local government.12Action description and implementation progress3These actions allow the Pasig city to promote cycling as an additional mode of transportation. It can contribute to reducing fuel consumptions, traffic congestion and in cleaning the air. Furthermore, it can reduce the GHG emissions the transportation sector which is one of the largest sources of global emissions.Active participation which allows people to realize their full potential and make their best contribution to society is also an end in itself. This is the wisdom behind the Bayanihan sa Daan Programs. Development should be woven around people not people around development. The fact that human development is the development of the people and for the people. Thus, keeping up the vision of building the city not for vehicles but for the people. One outstanding example is the city’s partnership with Meralco Company in running the Pasig Bus Service wherein Meralco has allocated specific parking space, land, security and safety for the buses, likewise, Petron and Caltex allowed the buses to be parked during non-peak hours.-125,038 passengers for four routes within Pasig City CBD and other identified routes-Zero fare increases purchasing power of constituents -Promotes cleaner, safe and comfortable public transportation-18 buses runningPublic Transport Manager who will monitor the public transport services provided by the City, which will be linked with the Command Center through its Intelligent Transport System (ITS) and any other system that will ensure efficient service to commuters and driversApproaches on how the program can be replicated or transferred; 1.) Is to conduct consultation in the community; 2.) Enactment of a local ordinance; 3.) create or assign an organic unit from the City Government; Lastly, organize a Technical Working Group involving the affected sectors and stakeholders

Regulation and its reforms affect all the participants in civil society, and therefore, in order to better assess the impacts and minimize costs, all the parties involved should be able to participate somehow in the regulatory processes. That is why public consultation has become one of the best tools to improve quality in regulating Pasig City roads. -Promote active transport of walking, jogging and biking-Implemented and sustained in five major roads for five years -185,000 visitors/ Carless loyalists-360 events/ activities-Air-quality improvement by 72%-Promotes entrepreneurship, bazaars/ business-Promote family and community bonding spiritBayanihan sa Daan. Inculcating the values of family and community bonding as well as road sharing principles. The City continue to create many places for people to assemble, play and associate with others within their neighborhood despite the limited urban space, thus innovating carless Sunday/Weekend streets, pedestrianization and all forms of non-motorized transportation.Difficulties and Challenges include the business sector questioning the legality of road closure and institutionalize Carless Sunday Streets – the City Government invoked the stakeholders engagement and bike ordinance as well as Executive Order 774 favoring “non-motorized transportation and that those who have less in wheels must have more in roads”.With all these soft and hard programs, Pasig City is a recipient of the Bayanihan sa Daan Awards for 2014 and 2015 held at Malacañang Palace as well as one of the ASEANModel Cities Award as an Environmentally Sustainable City not to mention the International Liveable Community Awards for the Share the Road Program.

Pedestrian facilities on roads. During its review of development applications and during road construction projects, the City requires the provision of pedestrian facilities on all existing, new and reconstructed roads as well as advocating for retrofitting of old road network. Today, cities can be designed compactly so as to reduce the need for motorized transport by concentrating and mixing office, residential and commercial areas and by making the streets well-connected and walkable. In addition, demands for mobility for longer distances should be catered for through a mass transit network by integrating transport and land use planning and promoting liveability through walkability and car-free development.Pedestrian Signals Countdown. Through the Solar Powered Blinking Lights. The City will continue to implement pedestrian signals that help pedestrians know when they may cross safely. The City will also continue to implement pedestrian countdown signals that reduce uncertainty about safe crossing times. The city will continue to improve pedestrian crossings at signalized and non-signalized intersections, with the goal of reducing the frequency and severity of preventable collisions involving pedestrians.-3 kilometers elevated skywalk at City Hall and other buildings-25 Elevated skywalk and walkways at the Pasig CBD/ citywide-Provides convenience, connectivity and safety for pedestrians-Traffic decongestion1.Bayanihan sa Daan Awards will be implemented in different barangays and villages to sustain the effort;2.Inclusion of the program in the City’s Annual Procurement and Annual Investment Plan, Local Transport Plan and Comprehensive Development Plans;Incentives in the form of real property discounts are also given to new and existing commercial, industrial and business establishment installing bikeracks, cycling facilities, providing company bus shuttle service and other forms of non-motorized transportation such as well-connected and integrated sidewalk

The Odd-Even Traffic Scheme is placed within the boundaries of the city and recently included in Ordinance No. 23, Series of 2016 also known as “The Revised Traffic and Parking Management Code of Pasig”.Based on study, Pasig City is the gateway of vehicles from Rizal Province to Metro Manila same as Makati City to Quezon City and vise versa. Traffic congestion within the city was reduced as the National Government also modified the Number Coding within Metro Manila. With the help and participation of the residents of the City of Pasig, the traffic scheme was a success benefitting the general public and residents. As a traffic road diet scheme, vehicles with license plate numbers ending in 1, 3, 5, 7 and 9 cannot use specific roads on Tuesdays, Thursdays and Saturdays while vehicles with license plate numbers ending in 0, 2, 4, 6 and 8 may not pass on the identified roads on Mondays, Wednesdays and Fridays.-Implemented in six major gateways of the City-Reduced travel time from 2 hours to 30 minutes -Stabilizes flow of people and vehicles -Promote quality time for self and family-Vehicle traffic volume reduction by 40%Approving the Revised Traffic and Parking Management Code, Ordinance No. 23 Series of 2016

In view of this, Pasig City is proposing several public transport services in order to reach out to more people who need them for their daily travel needs. One of such public transport services is a river ferry system.A river ferry system has a big potential in providing additional public transport services which are presently dominated by road-based modes. The fact that a tributary to the Pasig River runs through Pasig City between Marikina and the main Pasig River from San Joaquin up to Taytay, utilizing this inland waterway as a public transport travelway deserves some consideration. An initial 4 stations will be built out servicing- Kalawaan, San Joaquin, Bagong Ilog and Pineda Program of Works being done by Engineering Office- included in this report are sample renders of the stations Contract has been reviewed by Pasig Legal TeamGives prominence to the importance of Pasig River and Marikina River to Pasig CityAnother mode for the public to use within Pasig CityServices 10 stations at full build outFive (5) pedestrian bridgesInitial Operation times: 6-10AM; 4-8PM (to serve peak hours only)Phase 1: Services to Pineda – San Joaquin – Acacia – Pinagbuhatan along Pasig River

The Antipolo Line linked the eastern municipalities with Manila City where the rail hub was located. Rail-based mass transit remains an efficient alternative to road-based modes especially for long-distance travels. Given the numerous passing-through trips in the City, a more straightforward movement from one gateway to another may be the solution. The City aims to provide its constituents and visitors with a rational and integrated public transport system that will ensure their increased mobility and accessibility to goods and services. Given its road infrastructure and the current PUV services, there are still large areas that only rely on tricycles as its public transport mode. In line with the city’s vision as a Green City, it wants to explore the feasibility of having a public transport network that includes buses, modernized PUJs, and E-tricycles as well as the integration of ferry services into the network. In 2016, several studies were commissioned: mass public transport which focused on buses, the feasibility of a river ferry system, and the prefeasibility of a cable car system. This study is seen as an extension of the previous ones but considering a different mode. The overarching goal of the Feasibility Study of a Tram System for Pasig City is to provide the Pasig City Government through the City Transport Development and Management Office (CTDMO) with a technical and strategic planning report in the consideration of such system for the city. This study will be two-fold: one, it will look at the feasibility of providing a tram system; and two, if a tram system is not feasible, a system that is better suited should be identified. The specific objectives are as follows:1. To prepare the feasibility study, cognizant of the other urban transport projects of the national government and connectivity with the major mass transit services.2. To consider and recommend the best institutional set-up that will provide support to the operations and maintenance of the tram system.3. To prepare the implementation strategy for the proposed system, including the consideration of the direct involvement of Pasig City in public transport development and operations.
