Governance and Data Management1.6Please provide information on the overall impact of COVID-19 on climate action in your city.2Comment1ResponseAs the COVID-19 pandemic brought significant changes to our economy and daily lives, Louisville also experienced months-long protests against racial injustice stemming from the deaths of George Floyd in Minneapolis and Breanna Taylor in Louisville. While the issues of a public health, racial justice, and climate change may seem disparate, many began to recognize that these are all linked. Climate change increases the chance of viruses such as COVID-19 occurring and spreading and, like COVID-19, climate change will disproportionately impact Louisville’s Black community. In February 2020, as the virus was spreading and concern was growing for what that would mean for our city, Metro Council took the bold step of passing the 100% Renewable Energy resolution, setting concrete targets for clean energy for Louisville Metro Government’s operations and the community at large. During the pandemic, LMG worked with the National Renewable Energy Lab, a research lab run by the US DOE, to form a partnership to chart a path to achieving the first goal of the February 2020 resolution, 100% clean electricity for LMG operations by 2030.In May 2021, the Mayor issued an Executive Order prioritizing the electrification of LMG’s fleet.

Governance and Data Management1.7Please provide information specifically on the impact of the COVID-19 economic response on climate action in your city and synergies between COVID-19 recovery interventions and climate action.3Explanation1ResponseLouisville’s Resilience Strategy, developed as part of the 100 Resilient Cities initiative, identified potential shocks that could occur and test our city’s resilience which included riot/civil unrest, economic crisis, and infrastructure failure. The report focused on not just environmental resilience but also human resilience which was exposed, not just in Louisville but across the country, as a failure point for many our systems. Prepare Louisville, our climate adaptation plan, highlighted ways to address climate change not only in our infrastructure but also by preparing individuals and communities to weather the effects of climate change. Both of these plans highlighted that our next big shock would likely be a direct result of climate change and the same investments that help prepare us for a global pandemic can also make us resilient to climate change events. Both plans were utilized and referenced as our city determined the most effective ways to invest not only city dollars but the federal funding from COVID relief packages. Priorities for spending included: parks and green space (which allowed for safe exercising during social distancing), trees and renewable energy (which both improve air quality, a known contributor to COVID vulnerability), increasing digital inclusion, and increasing access to healthcare particularly for those disproportionately impacted. These priority investments will address the pandemic, economic recovery, and future climate change shocks our city is sure to experience. Additionally, existing initiatives were accelerated during the pandemic due to the making the needs of the community evident. When the pandemic hit, the need for increasing home internet access for all Lousivillians was clear, and Louisville Metro’s Digital Inclusion program ramped up its efforts. Additionally, the need for equitable access to parks and green space to all city residents became more clear, and Louisville Metro began construction on Parkland Plaza.The COVID-19 pandemic highlighted the need to make investments in human resilience and disaster preparedness in order to ensure the delivery of adequate healthcare and municipal services during emergencies. Having a Resilience Strategy, GHG Emissions Reduction Plan, and climate adaptation plan allowed for the consideration of how investments could result in co-benefits that address public health, racial justice, and climate change simultaneously.
