Through survey responses, we heard clear messages on which actions were widely supported by the community. The ERP focuses on actions that are broadly supported and actions the community sees as beneficial to improving the quality of life in Louisville. As a forward-looking document, the ERP is intended to be flexible and will be reviewed and updated regularly as a living document.

EPADs, also known nationally as Property Assessed Clean Energy, or "PACE", allow property owners to repay private loans for energy efficiency, renewable energy, and water conservation measures. These improvement projects will stimulate economic growth, create jobs, increase profits and property values, alleviate urban heat and decrease the amount of pollutants impacting local air quality and global climate change. On Earth Day 2021, to more effectively maximize this opportunity, Louisville Metro Government entered into an agreement with Energize Kentucky for the administration of an Energy Project Assessment District (EPAD) program. This new partnership with Energize Kentucky makes it easier for more properties to invest in energy efficiency, renewable energy, and water conservation measures, and bring in additional expertise. As the administrator, Energize Kentucky will further advance the EPAD program through outreach to the local community via contractors, commercial real estate companies and commercial property owners. Energize Kentucky has worked diligently with local governments throughout the Commonwealth to advance sustainability and economic development goals with the creation and advancement of EPAD programs since 2015.

In 2019, Louisville released its Resilience Strategy report, which presents a new approach to addressing the city's most pressing and interconnected resilience challenges. Key opportunities include embracing lifelong learning, ensuring a safe and healthy city, building a vibrant economy and place, and maximizing innovation and civic engagement. These opportunities also align with the goals of the recently adopted Prepare Louisville Climate Adaptation Plan, which is designed to help build resilience to the anticipated impacts of climate change.

Community members who lack adequate housing, financial resources, strong social networks or with health and mobility challenges are more at risk to the impacts of a changing climate such as heat waves and worsening air quality. Louisville’s Compassionate City Campaign has already formed broad alliances focused on serving and empowering local residents. Action on climate change will require these alliances to be strengthened and expanded, in order to support those facing climate impacts. Efforts to increase climate equity include generational wealth-building, increased home ownership, and opportunities for entrepreneurship. These efforts must ensure that people at the lowest income levels are benefiting from localized investment and opportunities. Louisville’s west end is especially at risk for involuntary displacement.In short, Louisville has an opportunity to lead on healing divisiveness, increasing equity, and dismantlingdiscriminatory systems and policies through its goals to increase climate resilience.

The new design and infrastructure will incorporate green and open space for outdoor performances, retail vendors and open-air seating, as well as a passive play area. As Louisville Metro’s Energy Manager, Tyler will review and consolidate energy consumption data to assess and benchmark baseline energy performance of Louisville Metro Government as a whole and, where available, analyze building-level data to identify and prioritize the areas of greatest opportunity.His initial focus has been on optimizing the performance of central mechanical and HVAC systems, which are responsible for most energy consumption within Metro buildings and looking for potential upgrades to lighting systems to reduce utility consumption and lower costs for the city. He has already implemented facility setbacks in 800,000 square feet of Metro facilities, reducing runtime of those HVAC systems by approximately 50%. On-road transportation accounts for 12.8% of our greenhouse gas emissions in Louisville, or the equivalent of 2,749,767 tons of carbon dioxide. Reducing these emissions not only slows the impacts of climate change, but also reduces operating costs and other air pollutants, including ozone precursors, improves public health, and enhances the quality of life for residents.LMG’s fleet includes a variety of vehicles for employee use such as LMPD and code enforcement officers and Metro Parks crews. LMG has installed several electric vehicle stations already at its facilities.
