Emissions Reduction5.4Describe the anticipated outcomes of the most impactful mitigation actions your city is currently undertaking; the total cost of the action and how much is being funded by the local government.12Action description and implementation progress1The energy aspects related to buildings and ecological and environmental requirements are regulated by European Directives, national laws (Ministerial Decree Minimum Requirements) and regional laws.The building code is a local regulation (approved by the Municipality) which provides for design indications aimed at:- optimizing the quality of buildings, - promoting energy efficiency and living comfort, reducing energy and water consumption, increasing the use of renewable sources and environmentally friendly materials, limiting the polluting emissions. The building code regulates the interventions of citizens in the following aspects:• building envelope and use of materials;• building form and relationship with the context;• solar shielding;• connection to heating and district heating systems;• plants for the production of energy from renewable sources serving buildings;• bioclimatic greenhouses;• natural and artificial lighting systems;• construction of NZEB – Nearly Zero Energy Building buildings.The building regulations of the Municipality of Padova has been approved by resolution of the City Council n.13 of 17/02/2020, further encouraging, with respect to the provisions of national regulations, the construction of NZEB buildings in the municipal area. The Administration intends to apply a reduction of the primary and secondary urbanization charges provided for these interventions. Moreover, the national government, since a decade, has introduced some tax deductions to boost the energy renovation of the building stock (ecobonus). The tax advantage is granted when the interventions that increase the level of energy efficiency of existing buildings are performed and reported.In particular, deductions are recognized if the expenses were incurred for:• the reduction of energy requirements for heating,• the thermal improvement of the building (insulation floors - windows, including fixtures),• the installation of solar panels,• the replacement of winter air conditioning systems.In 2020 the Italian Government introduced the Superbonus tax mechanism. It's about a tax deduction provided for by the Relaunch Decree that raises the rate of deduction to 110% for expenditures occured from 1 July 2020 to 30 June 2022, for specific interventions in the field of energy efficiency, anti-seismic interventions, installation of photovoltaic systems or infrastructures for charging e-vehicles.The new measures are additional to the deductions provided for the recovery of the building stock, including those for the reduction of seismic risk (so-called Sismabonus) and energy requalification of buildings (so-called Ecobonus).The Municipality of Padova, in 2021, launched an energy desk (information service) within the H2020 PadovaFIT Expanded project, to support the citizens in being able to reach all requirements for getting access to the Superbonus mechanims.

Emissions Reduction5.4Describe the anticipated outcomes of the most impactful mitigation actions your city is currently undertaking; the total cost of the action and how much is being funded by the local government.12Action description and implementation progress2The action is aimed at:• promote electric mobility,• promote the deployment of more efficient vehicles with reduced CO2 emissions per kilometre travelled,• reduce PM10 and NOx concentrations,• facilitate a modal shift from private vehicle to public transport.The efficiency of the private car stock is implemented directly by citizens and companies / businesses located in the municipal area, as a result of: • a natural replacement for age of the means used,• environmental requirements (e.g. traffic jams),• personal/business needs, etc.A substantial renewal of the circulating car stock generally takes place in a progressive way in a time frame of 15-20 years. The replacement implies the purchase of a motorized vehicle generally more efficient and with lower CO2 emissions per kilometer traveled.This action is strongly oriented by the EU Regulations for vehicle manufacturers. This action is further incentivized/stimulated by clean air measures identified by the Regions in the context of the agreements for the Po Basin. Other national policies (e.g. Climate Decree, Ecobonus, etc.) further push the refurbishment of the sector. The role of the Municipality is central to the implementation of these policies at local level, through communication measures, information and training for citizens and in general for all vehicle users (also in the commercial sector).
