11316554348The Local Government of Quezon CityPhilippinesSoutheast Asia and Oceania14. Water Security14.2aPlease identify the risks to your city’s water security as well as the timescale and level of risk.5Risk description1Water stress is an indicator of competition for water resources: an increase in water stress indicates more competition among users, hitting the urban poor the hardest. For Quezon City, the World Resources Institute indicates that the current low/medium level of water stress will worsen to an extremely high level in 2040.
11316654348The Local Government of Quezon CityPhilippinesSoutheast Asia and Oceania14. Water Security14.2aPlease identify the risks to your city’s water security as well as the timescale and level of risk.5Risk description2High level of increasing water shortages. During heat waves, water use is increasing, impacting especially vulnerable poor groups.
11316754348The Local Government of Quezon CityPhilippinesSoutheast Asia and Oceania14. Water Security14.2aPlease identify the risks to your city’s water security as well as the timescale and level of risk.5Risk description3Very high level of decrease in dam water availability. Long dry spells have caused problems in water availability as dams get depleted. Service interruptions and water rationing measures might be needed more often, impacting poorer communities more.
11316854348The Local Government of Quezon CityPhilippinesSoutheast Asia and Oceania14. Water Security14.2aPlease identify the risks to your city’s water security as well as the timescale and level of risk.5Risk description4Metro Manila has experienced dry conditions in the past El Niño events. Long dry periods can have a serious impact on the availability of water. In 2019, data from PAGASA showed La Mesa dam at a critical level of less than 70 meters, the lowest in 12 years. Low water levels may result in water interruption schedules, leading to barangays experiencing low water pressure to no water at all throughout the summer.

11318454348The Local Government of Quezon CityPhilippinesSoutheast Asia and Oceania2. Climate Hazards and Vulnerability2.0aPlease select the primary process or methodology used to undertake the risk and vulnerability assessment of your city.2Description1Risk assessment methodologyThe QC Hazards, Vulnerability and Risk Assessment (HVRA) and Risk Atlas was developed in 2013 to provide evidence-based information in terms of potential disasters that may befall upon the City and provide guidance to increase the capacity of the City in terms of disaster prevention, preparedness, response, and rehabilitation and recovery. In 2019, through the Technical Assistance of C40 Cities, Quezon City further enhanced its climate risk assessment through the development of Quezon City's Qualitative Climate Risk Assessment wherein three key climate hazards were identified: 1) cyclones and flooding, 2) heat, and 3) drought. Climate change parameters that drive these three climate hazards were identified and scenario analyses and climate projections were linked to a Climate Risk Story Map for visualization purposes. All identified climate hazards were prioritized to the level of impact and occurrence and were were also mapped using available data. A risk matrix was developed to identify and prioritize adaptation actions and these were incorporated into the Climate Risk Story map combined with an interactive climate content to engage and inform target audiences to bring forward adaptation policy and action.
