La problemática de estas desigualdades a nivel país, se debe concretamente a la ausencia de políticas sociales con una implementación de larga data y que tengan un enfoque en mejorar la calidad de vida en todas sus dimensiones y no solo en una solución subsidiaria como se ha enfocado hasta ahora. Ante este escenario y aún bajo una lógica subsidiaria los municipios entregan cierta ayuda a la comunidad, pero no cuentan con los recursos necesarios para implementar soluciones que mejoren la calidad de vida y que permitan reducir las brechas de desigualdad de manera transversal , por ejemplo mejorando la Salud, Educación, Vivienda etc, Por lo anterior la desigualdad y el ejercicio de aportar en la disminución de esta brecha presenta un desafío comunal para la adaptación del Cambio Climático, en donde se deberán implementar otras iniciativas ejecutables por el municipio y que contribuyan a disminuir esta problemática.

Este nuevo orden se caracteriza por eliminación de cubiertas vegetales, impermeabilización de suelos, desplazamiento de flora y fauna, interrupción de corredores ecológicos, etc. Los conflictos resultantes pueden ser sociales como alteración de bases productivas o conflictos de interés económico, o por otro lado conflictos ambientales como, destrucción del paisaje o áreas naturales, disminución de la disponibilidad de recursos como por ejemplo, el hídrico, entre otros.La diferencia entre un proceso de urbanización u otro no está dada por su conflictividad en sí, sino por los instrumentos que tiene para impedir, mitigar o corregir las alteraciones que provoca en el medio. En ese sentido, la institucionalidad chilena no entrega a los municipios las facultades que permitan mitigar los efectos de la conflictividad social, económica y ambiental que el crecimiento urbano genera. En tal sentido, los desafíos de las ciudades chilenas de cara al cambio climático consisten por un lado en entregar herramientas financieras a los municipios que permitan gobernar y no solamente administrar las ciudades, entregar facultades de gestión que posibiliten a estos administrar eficientemente los recursos naturales del territorio y permitir que los instrumentos de planificación territorial protejan autónomamente las reservas naturales tan importantes para mitigar los efectos del cambio climático”.

Esto ha permitido que se avance en estas temáticas y se instale criterios dentro de la mayoría de las acciones. El que este lineamiento sea apoyado y difundido por el Alcalde, hace mas permeable y visible la necesidad de operar bajo condiciones de crisis climática.

Esto cobra mayor relevancia cuando parte importante del presupuesto se utiliza en mantener Establecimientos Educacionales, Servicios de Salud, Retiros de Residuos Solidos Domiciliarios y mantención de áreas verdes, así como también, subvenciones y aportes para cubrir necesidades básicas de los sectores mas vulnerables de San Pedro de la Paz. Además debido al contexto pandemia muchos municipios han sufrido mayor aumento en gastos por concepto de contratación de personal de salud y otros. Se desconoce a ciencia cierta cuando se estabilizará, pero esta merma impacta con la distribución de recursos en otras áreas como la ambiental.Adicionalmente los municipios chilenos y en especial San Pedro de la Paz, tienen un alto nivel de dependencia fiscal respecto del Gobierno Central lo cual hace que las toma de decisiones sea lenta y no forzosamente ajustada a los lineamientos políticos o necesidades ambientales del territorio.

Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city5En Chile los gobiernos son elegidos con voto popular desde la década de 1990, lo cual implica que la agenda pública de estos está fuertemente condicionada por las demandas de la comunidad lo cual, no pocas veces, entra en conflicto con los lineamientos políticos centrales, incluso al interior de las mismas coaliciones políticas.Existe un porcentaje alto de sampedrinos muy preocupados por las temáticas medio ambientales y climáticas dispuestos a participar y difundir iniciativas, además existe un gran porcentaje de docentes de la universidades que residen en San Pedro de la Paz, lo que nos permite acceder a conocimientos y apoyo por parte de ellos, ejemplo de esto es el centro EULA.Por lo tanto el apoyo comunitario y académico existen, inciden fuertemente en la agenda pública municipal en materia ambiental y permitirá la ejecución de acciones tendientes a la mitigación del cambio climático.

Eso implica que las decisiones políticas con incidencia en las problemáticas ambientales y cambio climático se toman fuera del territorio afectado sin tener en consideración las particularidades ambientales de las comunas. En el mismo orden de ideas, la mejora de infraestructuras urbanas no depende en general de los municipios si no del gobierno central. Como resultado de ello, la respuesta es lenta y beneficia principalmente las ciudades más pobladas generando un circulo vicioso de empobrecimiento y marginalidad que afecta los territorios apartados.Así mismo, los recursos privados y públicos se asignan esencialmente en la capital y para la capital, con lo cual las comunas periféricas carecen de recursos para abordar sus necesidades sociales y ambientales. Caso particular es la problemática del sub empleo. Puesto que los recursos de asignan centralizadamente priorizando las necesidades de la capital, la calidad del empleo en las comunas periféricas es deficiente lo que redunda en la calidad de la prestación de servicios y las dificultades en el acceso a la vivienda e incluso su precarización.

Desde ese punto de vista, estas unidades ambientales están presentes paisajísticamente en el cotidiano de los habitantes y es parte de su patrimonio comunitario. Esta preponderancia del paisaje en la cotidianeidad del habitante implica que las problemáticas medio ambientales tengan un lugar preponderante en el discurso público y que por ende condicionen la agenda política comunal.En otro orden de ideas, cada uno de estos ecosistemas cumple funciones de sumidero de CO2 por lo que su mantención en el tiempo permitirá adaptarnos al cambio climático y mitigar de mejor manera sus efectos.

En efecto las problemáticas de movilidad, gestión de residuos, control de emisiones, provisión de bienes y servicios, etc.; se resuelven en la escala metropolitana y no en las escalas regional o comunal. De ello deriva que estas materias están en un estado de relativo desgobierno o en el mejor de los casos, no están siendo administradas eficazmente dada la falta de instancia metropolitana de gobierno.
