Los hospitales y demás dispositivos de atención pública son la principal posibilidad para aquellas personas en situación de vulnerabilidad socioeconómica, para muchos incluso la única. A esto se suma que debido al cambio climático hay mayor proliferación de vectores, afecciones cardiorrespiratorias relacionadas con olas de calor, entre otras, generando una mayor presión sobre el sistema de salud pública. La Ciudad trabaja para el fortalecimiento del sistema de salud de una manera que reduzca la vulnerabilidad de la población, incorporando centros de salud que permita atender a todos quienes lo necesiten sin necesidad de recorrer grandes distancias.

El aumento en la frecuencia e intensidad de las precipitaciones debido al cambio climático, desafían continuamente las condiciones de infraestructura y mantenimiento en la ciudad. A esto se suman el rápido crecimiento de la población y la reducción de la superficie permeable. Estas condiciones hacen que sea muy necesaria la renovación y mantenimiento de la infraestructura. Desde hace años, el gobierno de la ciudad de Buenos Aires se encuentra implementando un Plan Maestro Hidráulico que consiste en medidas estructurales y no estructurales orientadas a regular el régimen hídrico de la ciudad mediante entubamientos, ampliación de drenajes, e instalación de sensores que reporten el estado de los pluviales en tiempo real para mejorar la eficiencia del mantenimiento. Asimismo, se trabaja en la implementación de sistemas de infraestructura verde con el objetivo de trabajar el aspecto hídrico de la Ciudad.

Esta población es considerada la más vulnerable debido a la precariedad de la vivienda, los suelos contaminados en el lugar donde viven, las dificultades para acceder al empleoseguro y los servicios de infraestructura y equipamiento. Se planean diversas medidas desarrolladas por el gobierno de la ciudad para reducir la desigualdad socioeconómica mediante dispositivos como Portales Inclusivos en asentamientos informales y los Centros de Desarrollo de Inclusión y Oportunidades, donde se realizan actividades culturales y se brinda apoyo a emprendedores en barrios y la red "En todo estás vos", “Empleo Jóven” que trabaja para mejorar las condiciones de los ciudadanos y fortalece así las capacidades de la población para estar mejor preparadas frente a los impactos del cambio climático.

Por primera vez se incluye en el Código Urbanístico (Ley 6099 CABA, 6-12-2018), para nuevos edificios, ampliaciones y refuncionalizaciones, el cumplimiento de un Compromiso Ambiental. Las estrategias abordadas son: la prevención del efecto isla de calor urbano, la prevención del riesgo hídrico, la restauración de la biodiversidad, la calidad ambiental del hábitat construido y la eficiencia energética. - Por primera vez se incluye en el Código de Edificación (Ley CABA 6100, 6-12-2018), un título específico que regula el diseño sostenible de edificios. Las estrategias abordadas son: ganancia solar; protección solar; ventilación natural (cruzada y selectiva); aislamiento térmico de la envolvente; techos fríos; confort visual; confort acústico; calidad de aire interior; gestión ambiental del proceso constructivo; techos verdes; jardines verticales, muros y cortinas verdes; uso eficiente del agua; uso eficiente de la energía e incorporación de energías renovables (solar fotovoltaica y solar térmica).

La Ciudad de Buenos Aires tiene un Centro Único de Coordinación y Control que monitorea permanentemente los puntos más importantes y los sitios críticos dentro de la ciudad. También tiene un papel clave en la respuesta de emergencia, conectando y coordinando áreas y recursos necesarios. Se utilizan y generan permanentemente datos necesarios para mejorar la preparación en la respuesta de emergencia y por ende, reforzar la adaptación de la Ciudad. Buenos Aires también tiene una red hidrometeorológica, que proporciona información sobre parámetros meteorológicos, e hidrológicos, así como un sistema de alerta temprana, que va modelizando diferentes escenarios a partir de los eventos climáticos que ocurren. Por último, Buenos Aires cuenta con el portal Buenos Aires Data (https://data.buenosaires.gob.ar/) , donde se cargan datasets de la ciudad y pueden ser utilizados por cualquier vecino de la ciudad.

Dicho equipo fortalece la interacción de formulación de políticas y la planificación transectorial.

Hay diferentes actividades organizadas por el gobierno para promover la participación de la población en las acciones como talleres, charlas, eventos, etc. Además, cuenta con un portal de participación ciudadana llamado Buenos Aires Participación Ciudadana (http://bapc.buenosaires.gob.ar/).En el caso particular de obras de urbanización en barrios informales existen varios ejemplos de trabajos participativos junto a la comunidad para trabajar problemáticas ambientales y co-crear el nuevo diseño del barrio.
