The SA included objectives for adaptation including flood defence which the County Durham Plan was assessed against. A Strategic Flood Risk Assessment (SFRA) was produced to inform the SA process, and in particular the assessment of sites. The role of SFRA is defined within the National Planning Policy Framework (NPPF). This requires that a 'sequential, risk based approach to the location of development - taking into account the current and future impacts of climate change - so as to avoid, where possible, flood risk to people and property.'Sites in the County Durham Plan have all been subject to the Sequential Test utilising information provided through the SFRA. This information has also been used to inform the SA (which includes criteria on flooding) to help assess sites. Policy 35 in the County Durham Plan (Water Management) sets the parameters for determining new development in flood zones (where this will not be permitted) and ensures that there will be no net increase in surface water run off from new development over its lifetime.

Durham County Council has a waste management strategy which sets out a clear policy and actions to help guide future waste management decisions in County Durham. An addendum to the original strategy was produced in March 2010 which updates the original strategy and identifies key challenges for the future. The overall objectives of the Strategy are to:- provide sustainable integrated waste collection and disposal services that protect human health and the environment;- provide value for money in all waste management services while achieving and exceeding government targets for waste;- manage materials, as far as possible, in accordance with the waste hierarchy, maximising the amount managed at higher levels of the hierarchy;- manage municipal waste, as far as possible, within the boundaries of County Durham; and- enable flexibility to allow for new technology developments and changing legislation.Our strategies are also in line with DEFRA's Resources and Waste Strategy for England, which sets out how to double resource productivity and eliminate avoidable waste of all kinds (including plastic waste) by 2050.
