If your country has an NDC and your city’s target is less ambitious than the NDC, please explain why.1The target is to reduce carbon emissions from Local Authority Operations by 80% from 2008/09 levels by 2030.This target considers only absolute emissions reduction, and cannot include offsetting actions or transferable emissions units. It is in line with the city target of carbon neutral by 2050 as eliminating the remaining 20% between 2030 and 2050 is manageable. This target ensures that the Local Authority does not rely too heavily on offsetting.

124776826450Durham County CouncilUnited Kingdom of Great Britain and Northern IrelandEurope5. Emissions Reduction5.0bPlease provide details of your total fixed level target(s).15Please describe your target. If your country has an NDC and your city’s target is less ambitious than the NDC, please explain why.1The target for County Durham to be carbon neutral by 2050 was set in response to Durham County Council’s declaration of a climate emergency. This target allows for offsetting activities.
124777826450Durham County CouncilUnited Kingdom of Great Britain and Northern IrelandEurope5. Emissions Reduction5.1Please describe how the target(s) reported above align with the global 1.5 - 2 °C pathway set out in the Paris agreement.0Our target is to be carbon neutral by 2050.In 2019 the Committee on Climate Change (Scientific advisors to the UK Government) advised the UK Government that:• A net-zero GHG target for 2050 would respond to the latest climate science and fully meet the UK's obligations under the Paris Agreement• It would constitute the UK's 'highest possible ambition', as called for by Article 4 of the Paris Agreement. The Committee do not currently consider it credible to aim to reach net-zero emissions earlier than 2050.• It goes beyond the reduction needed globally to hold the expected rise in global average temperature to well below 2°C and beyond the Paris Agreement's goal to achieve a balance between global sources and sinks of greenhouse gas emissions in the second half of the century.• If replicated across the world, and coupled with ambitious near-term reductions in emissions, it would deliver a greater than 50% chance of limiting the temperature increase to 1.5°C.By setting a similar carbon neural 2050 target for County Durham it is considered that we align with the scientific advice provided by the Committee on Climate Change to Government in respect of the Paris agreement.

124779826450Durham County CouncilUnited Kingdom of Great Britain and Northern IrelandEurope5. Emissions Reduction5.2aPlease identify and describe the conditional components of your city-wide emissions reduction target(s).0The county-wide target includes reducing emissions from private households and businesses.
