Our population in 2016 was 114,148 making Saanich the largest municipality in the Capital Regional District. Located within the Coastal Douglas Fir Biogeoclimatic zone, with a temperate climate, Saanich’s physical setting comprises 29.61 km of marine shoreline, 3.3 km² of freshwater lakes, numerous natural watercourses, a diverse undulating topography with elevations ranging from sea level to 355 m, and a landscape that includes glacially scoured rock outcroppings, farmland, dense woodlands, and an extensive system of open space and parkland. Approximately half the Municipality is urban and half rural/agricultural. As the gateway to the metropolitan core, Saanich provides key transportation links to the airport, ferry terminal, Western Communities, Saanich Peninsula, and the rest of Vancouver Island. We border six other municipalities, including British Columbia's capital, Victoria. Saanich is home to a university, a college, 4 municipal recreation centres, a public golf course, 172 municipal parks, three regional parks, over 100 km of cycling and walking trails, shopping malls and village centres, the Dominion Astrophysical Observatory, and many other amenities. Heath care, social assistance, and public administration are top industries for employment. Another major contributor to Saanich’s economy is small business. Over 70% of Saanich businesses have fewer than five employees. Advanced technology is the fastest growing industry in Greater Victoria, and tourism is a key driver of our regional economy. Our population is projected to grow at 0.45% per year on average to 2036, and also to experience a pronounced shift towards older age cohorts. Our Official Community Plan (OCP) provides primary guidance for growth and change within our municipality. The OCP envisions a community in which: -Vibrant, distinct neighbourhoods provide a high quality of life for individuals and families.-A variety of travel modes connect neighbourhoods and businesses, allowing for the effective, efficient, and safe movement of people, goods, and services. -Walking, cycling, and transit are viable and popular travel options, resulting in less car dependence. -Rural and farm land is protected by adherence to the Urban Containment Boundary.

It commits to implementing the 2010 Climate Action Plan to to achieve at least a 33 % reduction in community greenhouse gases by 2020 based on 2007 emissions, and a 50% reduction in municipal operation’s greenhouse gases by 2020 based on 2007 emissions. After completion of the OCP, Saanich has since declared a Climate Emergency, committed to reducing community emissions by 50% by 2030 and to net zero by 2050. In January 2020, a new Climate Plan was adopted which includes these community targets and a further commitment to reduce corporate emissions by 50% by 2025 and to net zero by 2040.

The 2011 Climate Adaptation Plan includes a risk assessment, key themes and actions to help adapt to our climate changes. Approximately every 4 years the CRD develops a climate projections report, the latest report was completed in 2017. In 2018/2019, Saanich completed a Climate Change Risk Assessment process and a Risk Assessment Report as part of ICLEI’s Together for Climate initiative. The report has informed the development of the updated Climate Plan and been used as part of the stakeholder and community engagement. The risk assessment process provided a systematic approach to analyzing risk and comparing the relative risk ratings of various impacts across sectors. Involving a variety of stakeholder organizations and staff ensured we gained insights from different experts and perspectives and considered both operational risks as well as those posed to the community at large. In January 2020, Council adopted a new Climate Plan which incorporates adaptation and mitigation.
