Governance and Data Management1.0Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below.2Description3Our Official Community Plan (the primary guidance document for Saanich) commits to work with the CRD, member municipalities, senior governments, agencies and organizations, businesses, and the public, as appropriate, to reduce energy consumption, facilitate the use of a range of renewable resources (e.g. solar, wind, tidal), and facilitate the use of alternate forms of energy generation/distribution (e.g. co-generation, district heating). After completion of the OCP, Saanich has since declared a Climate Emergency, and committed to becoming a 100% renewable energy corporation and community by 2050. These targets and the action plan to deliver on them are outlined in the 2020 Climate Plan: 100% Renewable & Resilient Saanich, adopted in January 2020.

The OCP also commits to meeting a minimum LEED Silver standard for the District's own new construction and additions larger than 500 square metres, and to encourage new development to achieve higher energy and environmental performance, through programs such as “Built Green”, LEED or similar accreditation systems. More recently, Saanich has adopted the BC Energy Step Code , which sets out energy efficiency targets greater than the BC Building Code (www.saanich.ca/stepcode) in preparation for achieving net zero homes by 2032. The District of Saanich has adopted the Step Code for both Part 3 and Part 9 buildings. The 2020 Climate Plan includes efficiency as a strategy to reach our GHG and renewable energy targets.

Engagement and communications were modified for safety and reduced in scope. The Provincial government reduced climate funds to the municipality in 2020 by reimbursing CARIP (Climate Action Revenue Incentive) funds (which commit to a 100% refund of our corporate carbon taxes) at the 2019 levels rather than the 2020 levels.
