This can result in difficulty achieving development that addresses climate adaptation measures if there are additional cost, particularly if their requirement is not legislated and there is also a desire for the development to address climate mitigation. Housing affordability also impacts the ability of homeowners/building owners to upgrade and retrofit for climate adaptation. Homeowners experiencing energy poverty and the District's homeless population are also more vulnerable to extreme weather events such as heat waves.

Through the need to upgrade our infrastructure we can address adaptation in core infrastructure budgets and spending. However, it also means that there are considerable resources required to address our upgrade needs as a municipality, which means any additional capital costs associated with adaptation may limit our ability to complete as many projects as we wish in a certain timeframe.

Localized renewable energy generation and storage can be a valuable adaptation strategy, particularly as it relates to emergency shelter and services facilities. The lack of grants/funding can limit the ability for projects to proceed.
