13295159572District of Saanich, BCCanadaNorth America5. Emissions Reduction5.0bPlease provide details of your total fixed level target(s).15Please describe your target. If your country has an NDC and your city’s target is less ambitious than the NDC, please explain why.1While more ambitious targets were announced in 2021, Canada's federal government 2020 NDC target is to reduce greenhouse gas emissions by 30% below 2005 levels by 2030. Saanich exceeds that target by aiming for 50% reduction by 2030. British Columbia's provincial government committed to reducing greenhouse gas emissions to 40% below 2007 levels by 2030,.Saanich is a signatory to the B.C. Climate Action Charter, a voluntary agreement between the B.C. government, Union of B.C. Municipalities and each local government signatory to take action on climate change. Under the Charter, local government signatories commit to becoming carbon neutral in their corporate operations, measuring and reporting their community's greenhouse gas emissions, and creating complete, compact, more energy efficient communities.
13295259572District of Saanich, BCCanadaNorth America5. Emissions Reduction5.1Please describe how the target(s) reported above align with the global 1.5 - 2 °C pathway set out in the Paris agreement.0To limit global warming to 1.5ºC, the Intergovernmental Panel on Climate Change (IPCC) outlined in a special report released in October 2018 that global net carbon emissions will need to decline by 45% from 2010 levels by 2030, reaching net zero around 2050 and net negative after. In 2019, after declaring a Climate Emergency, District of Saanich adopted new 2030 and 2050 targets to align with the IPCC 1.5ºC scenario. Since our baseline is 2007 rather than 2010, we maintained our baseline and set a 50% reduction from 2007 levels by 2030 as our aligned interim target and net zero carbon and 100% renewable energy as our 2050 target. These new targets were adopted while the updated Climate Plan were in development, so additional modelling was completed and actions were included in the Climate Plan in response.
13295359572District of Saanich, BCCanadaNorth America5. Emissions Reduction5.2Is your city-wide emissions reduction target(s) conditional on the success of an externality or component of policy outside of your control?0Yes
13295459572District of Saanich, BCCanadaNorth America5. Emissions Reduction5.2aPlease identify and describe the conditional components of your city-wide emissions reduction target(s).0Our collective success requires action from everybody, including residents, businesses, community organizations, institutions, neighbouring local governments, and senior levels of government. Below are some of the aligned actions from others that will contribute to the success of meeting the targets.Individuals/households/property owners/local businesses:-choosing active, public, or low carbon renewable energy transportation-upgrading from fossil fuel to renewable energy space and water heating systems-improving the energy efficiency of building envelopes-reducing food waste and consumption of high-embodied carbon goods-choosing lower carbon foods-taking actions to improve resilience- choosing environmentally and socially responsible banks and investmentsProvincial and federal governments:- aligning provincial and federal climate plans with the IPCC 1.5 degree warming scenario- updating ZEV and low carbon fuel requirementsto align with IPCC 1.5- updating building code, including retrofit code, with GHGi/renewable energy targets, and incorporating future rather than past climate data.- support local governments with funding for proportionate investments in public and active transportation, electrification of fleets, and necessary adaptation of infrastructure- include upstream and downstream climate impacts in environmental impact assessments of new projects, new energy projects align with IPCC 1.5- transition investment from fossil fuel industry to renewable energy/low carbon industries, ensuring adequate and resilient renewable energy supply for Canadians and British Colombians- changing the business case for renewables vs. fossil fuels (e.g. through increasing the carbon tax or other measures)- regulating high GWP refrigerants and other substancesTechnology/industry advances including:- electric vehicle ranges and affordability- low GWP refrigerant heat pumps- battery price, performance, and lifecycle emissions reductions- renewable energy grid management- low embodied carbon materials- circular economy advances- agricultural advances in carbon sequestration and reduction in fossil fuel reliance
