The first is a presentation given by the Kansas City Health Department in 2017, "Determinants of Health: A Public Health Approach to Environmental Justice, residents of Kansas City's urban core are going to see more climate impacts than the surrounding areas . These residents are more likely to be people of color, have preexisting conditions due to less access to medical care, live in substandard or aging housing and be living in poverty due to advanced age or circumstance. The second is a report by the Asthma Educator Institute of Overland Park, Kansas (a suburban city adjacent to Kansas City), The Burden of Asthma United States, Missouri and Kansas. This plan contains Hazard Specific Response Plans for Flooding. The purpose of this Hazard Specific Response Plan (HSRP) is to provide guidelines to preserve life, health, safety, and property through the implementation of quick and efficient operations during a flood incident. The Action Plan establishes polices to guide local emergency personnel in making decisions related to flooding, and general procedures to guide flood operations. When flooding occurs or is expected to occur, in addition to the National Weather Service warning, KCMO implements emergency operations at our Emergency Operations Center (EOC). KCMO utilizes USGS flood gauges, 311 calls, and drone footage to determine where to barricade streets. Emergency alerts and road closures are sent through AlertKC, the City's Community Information Service (https://www.kcmo.gov/talk-to-us/hear-from-us/alertkc/) in whatever form a citizen has subscribed to.

This plan contains Hazard Specific Response Plans for Heat Operations. The Hazard Specific Response Plan establishes guidelines for operations related to heat waves. It outlines the overall manner in which an emergency or disaster will be managed by the City, including procedures to analyze the emergency situation, and to respond quickly, appropriately and effectively. The KC Health Department (KCHD) is responsible for public health related issues. This includes monitoring heat related incidents. The KCHD includes several specialized divisions including:a. The Division of Communicable Disease Prevention and Public Health Preparedness: which is responsible for collecting information and reporting on heat related illness and death from medical transport, hospital emergency rooms and the Jackson County Medical Examiner’s office.b. The Division of Maternal Child Community Health Education and Health Communication: which provides public education and outreach concerning heat; coordinates with state, regional and local entities (including non-governmental organizations) to ensure the dissemination of heat related information; preparing official public information releases for the media.The Office of Emergency Management (OEM) coordinates with the KCHD regarding extreme heat conditions; assists in planning for such events; and during Heat Emergencies coordinates emergency operations in accordance with the Local Emergency Operations Plan. As part of this plan, KC Parks opens community centers and pools to the public to act as cooling centers. KC Water may distribute bottled water at cooling centers and postpone water shutoffs during extreme heat events.
