Como primera etapa se llevó adelante una visita del equipo técnico de la RAMCC al municipio, que consistió en una reunión informativa en la cual participaron las áreas involucradas. En ésta, se identificaron las principales líneas de acción con las cuáles trabajar. La información técnica utilizada como base (datos sobre amenazas climáticas actuales y futuras y vulnerabilidades) fueron elaboradas por el equipo técnico de la Red Argentina de Municipios frente al Cambio Climático en conjunto con la presidenta comunal.La consolidación de las estrategias, el seguimiento de la elaboración del plan y el intercambio con cada una de las partes fue coordinado la presidenta comunal en articulación con la Red de Municipios.

El análisis de vulnerabilidad sumado a la evaluación de amenazas climáticas nos permite definir una serie de estrategias de adaptación para la localidad y priorizar la zona más vulnerable y las amenazas más importantes. Algunos de los objetivos de la comuna de San Carlos Sud hacia el 2030 son: 1) aumentar la resiliencia de la localidad a impactos del cambio climático. 2) mejorar las condiciones habitacionales de los habitantes que se encuentran en condiciones menos favorables. 3) mejorar la infraestructura de la localidad para afrontar impactos del cambio climático. 4) promocionar buenas prácticas agrícolas para disminuir los impactos hídricos que provengan del sector rural. 5) generar relevamiento del arbolado urbano y una producción local del mismo.
