Governance and Data Management1.0Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below.2Description1The City of Espoo has several master plans, from which the most address explicitly climate change mitigation issues. The main focus of planning is sustainable growth and urban structure that supports low-carbon mobility. In addition, energy issues have been considered in the more recent master plans. All in all, Espoo's aim to be a carbon neutral city by 2030 defines climate change mitigation in the city as a whole. The master plans of Espoo take climate change mitigation issues in consideration for example the following way: The component master plan of Kiviruukki takes sustainability issues in to consideration in the areas of circular economy and climate change mitigation. The master plan enables the development the current industrial area to a dense urban area that utilizes public transport. An energy plan has been composed to make sure that the development of the area is in line with Espoo's goal of being carbon neutral by 2030. The master plan of Finnoo area states that Finnoo will become an example area for climate change mitigation action. Emission reduction efforts are considered for example in traffic, energy and city structure planning. The master plan draft of Central and Northern Parts of Espoo - addresses climate change mitigation by promoting sustainable transport. The plan enables local train or fast trunk connections to be extended to new and developing centres. The master plan also emphasizes general resource wiseness (i.e. efficiency) and overall promotion of sustainable development

These issues are taken into consideration especially in the newer master plans. All in all, national regulation and the city's own commitments define energy efficiency standards and goals in Espoo. The master plans of Espoo takes energy issues iconsideration for example the following way: - The master plan draft of Central and Northern Parts of Espoo emphasizes the importance of densifying the city structure along the new and current train tracks which will reduce the energy consumption of the transportation sector. Climate change mitigation n issues are strongly integrated to the preparation of the master plan. Because of the large area with variable energy demands centralized and decentralized energy production options are used case by case. -The master plans of Kera and Finnoo areas explicitly emphasize the importance of using waste heat.

These issues are taken into consideration especially in the newer master plans. All in all, the issues are integrated in planning standards for example through the urban runoff programme that addresses the upcoming changes in rainfall due climate change. The city of Espoo has completed its adaptation strategy as a part of its SECAP (Sustainable Energy and Climate Action Plan), required by the Covenant of Mayors for Climate and Energy contract. The master plans of Espoo takes adaptation issues in consideration for example the following way: - The draft of the component master plan of Kiviruukki addresses explicitly the effects of climate change for example in flood and urban runoff planning.- The draft of the component master plan of Hepokorpi addresses explicitly the effects of climate change for example in urban runoff planning.- The master plan draft of Central and Northern Parts of Espoo addresses explicitly the effects of climate change for example in flood, winter maintenance and urban runoff planning.- Climate change adaptation is a priority of the master plan of Finnoo. The master plan addresses for example the effects of sea level rise for potential flooding in the coastal parts of the area.

The master plans of Espoo takes renewable energy issues in consideration for example the following way: - The master plan of Kera takes also solar energy and ground source heat pumps in consideration as a viable option in heating solutions.- The master plan draft of Central and Northern Parts of Espoo states that in the further development the use and possibilities to utilize renewable energy must be promoted.
