The program has identified public procurement and public food and catering services to have a key role in improving the sustainability of the food system. Serving vegetarian meals is a mandatory issue at the catering-contracts of the City of Espoo. Schools, child-daycare -centers, staff-restaurants have a vegetarian meal as an alternative every day. Espoo also prefers using seasonal products and ingredients produced by local farmers when ever possible. Currently, 60% of the main dishes in schools and kindergartens are vegetarian and a vegetarian day is once a week. The city aims to increase the share of plant based and domestic products and fish in the menus. In particular the share of red meat will be reduced in the meals. The share of meat in the recipes of meat dishes is reduced and is replaced by plant based products.

The customers can order food straight form the producers on an online platform and the products are delivered to the pick up spot every two weeks. The city of Espoo is one of the project partners in the KIEPPI project, that encourages cities and companies to work together to promote the circular economy at the city district level. Urban food production serving the neighbourhood is a development target in all the city districts involved in KIEPPI. Urban food production is already under way in the former S Group logistics buildings at Kera. Kera has, for example, mushroom cultivation, organic production and craft breweries. InnoGreen has developed an outdoor green wall that uses rainwater and can also be used to grow useful plants.
14335754409City of EspooFinlandEurope12.4How does your city increase access to sustainable foods?2Please provide details and/or links to more information about the actions your city is taking to increase access to sustainable foods6Do you have programs/policies/regulations on food surplus - either food surplus recovery and redistribution, or food waste avoidance programs (i.e. Love Food/Hate Waste)? One of Espoo's aims is to decrease the food loss every year by developing new practices. Espoo has designed new forms of food aid with different organizations, social- and employment services as well as representatives of the diaconal work . Ways are being sought in co-operation with other cities and the Deaconess Institute of Helsinki. Close co-operation has been established with food aid during the exceptional COVID-19 period and as a result the remaining school lunch packages have been re-distributed to the residents in need. Espoo Catering is a city owned food service company that provides food for school children, children in day care, customers of nursing homes and senior services, as well as city staff. Espoo Catering aims to minimize food loss by measures in kitchen and customer cooperation. Espoo Catering has acquired bio scales for school kitchens to give diners immediate feedback on the amount of food left over on their plate. In 2020 Espoo Catering started a cooperation with ResQ Club Oy which provides an application of surplus food purchase. Espoo Catering also donated the pandemic preparedness related surplus foods to the Salvation Army and Manna-Apu, that delivered the food for the ones in need. In addition, they continued to work with OneWay Mission with the regular donations of leftover food. New operating models will be piloted for lunch surplus food as soon as the corona situation makes it possible. In September 2020, Espoo Catering also participated in a nationwide food surplus campaign week. Espoo catering managed to reduce food waste in 2020 a total of -3.4% compared to 2019. Espoo is piloting ways to reduce food waste from food stores as well. In 2020 a waste food day was held K-Market Kilo. The efforts to reduce waste were discussed, customers received tips on tackling their own food waste, and a guide on food waste for households was be handed out. In the experiment about to be launched, the City of Espoo and Tyrsky-Konsultointi Oy will pilot the Waste Hero waste expert service, where food waste generated in groceries is combated by systematic review of operating methods and new, innovative operating models. The primary objective of the experiment is to prevent waste before it is generated and to optimize the use of raw materials at risk of becoming waste by further processing them into new products, for instance. The Waste Hero service collects all possible ways for retailers to reduce waste, from which individual retailers select the operating models appropriate for their own store. The experiment is part of the 6Aika KIEPPI project, which aims to promote the circular economy and solutions based on the circular economy in Espoo, Tampere and Turku.

14338354409City of EspooFinlandEurope2. Climate Hazards and Vulnerability2.0aPlease select the primary process or methodology used to undertake the risk and vulnerability assessment of your city.2Description1Risk assessment methodologySustainable Energy and Climate Action Plan (SECAP) of Espoounder the Covenant of Mayors (CoM) 2019 contains a detailed climate change risk and vulnerability assessment for Espoo. The assessment included a workshop, that participated city administration from different departments as well as the most relevant stakeholders. In this workshop and during reporting, three most relevant climate risks were recognized: Floods, extreme rain and extreme heat. The workshop also evaluated factors affecting climate vulnerability. For the the three major risks, recognized vulnerabilities were Espoos location in the coastline and rapid population development (floods), dense city structure and clay soils (extreme rain), increased portion of elderly in the population and old building stock (extreme heat). Vulnerabilities were also evaluated for other risks in the report. The current state and future challenges of climate change vulnerability in Espoo have also been assessed as part of Helsinki Region Environmental Services Authority's report "New challenges of adaptation to climate change in the Helsinki Metropolitan Area" that was published in September 2017. As the name implies, the report focuses on adaptation, but it also strengthens understanding of climate change and its impacts, including the effects on vulnerability in the region. In addition, Espoo is included in the Helsinki Metropolitan area climate change adaptation strategy 2012-2020 that takes into consideration risks and vulnerabilities caused by climate change in the region. The strategy compiles measures and policies with which the metropolitan area prepares for the consequences of climate change. Social vulnerability to climate change in the Metropolitan Area of Helsinki, including Espoo, is dealt in detail in a separate report. In 2021 after the strategy year had ended , HSY together with Espoo, Vantaa, Helsinki and Kauniainen completed a review report on the adaptation strategy impacts through out the strategy years. Also, the changes in natural condition in Espoo and larger Helsinki Metropolitan area due climate change are dealt in a report by Finnish Meteorological Institute. Furthermore, as a part of national mapping, the national flood center has modeled the flooding potential of Espoo.
