Espoo is home of hundreds of international companies, both small startups and large multinational companies. The city engages in collaboration and active dialogue with businesses on several sustainability issues such as smart and clean energy, circular economy, public transportation, smart city, new mobility services. Espoo is a network of five city centres which enables sustainable and rapid growth. This network structure is supported by public transportation e.g. rail connections, intelligent transport system and intelligent services. With the five city centres, Espoo can provide its citizens services close to their homes but also excellent public transportation connections both inside Espoo and to surrounding cities and municipalities.

The city aims to become the best partner to develop sustainable solutions, and it participates in several projects where circular business models and businesses are tested, together with companies. During 2019, the city applied to several funding instruments, to further work with companies on bigger scale circular projects and ecosystem development. Besides projects, circular economy is gradually becoming more integrated in strategic decisions. For example, when preparing the city recommendations for the national COVID-19 recovery plan, Espoo highlighted collaboration with businesses to develop circular solutions as a necessary action. Also, at the end of 2019, the city Mayor signed the European Circular Cities Declaration, which is a public commitment to develop circular economy systemically, across the city organization and together with external stakeholders. Given the population growth estimations for the city, construction is a vital sector to rethink circularly. Other opportunities and focus points will be decided during 2021, as a new political term will start, and a new local government will be formed. Circular businesses are also enhanced by Enter Espoo, an organization fully owned by the City of Espoo, which counts with a programme that matches international corporations and investors with circular economy startups, technologies, and investment opportunities in Espoo’s innovation ecosystem.

At the moment, the share of sustainable modes of transport in Espoo is 52 percent of all transport. Key measures taken to increase sustainability of the transport sector by the City of Espoo are the ongoing rail infrastructure projects. The metro line running from Helsinki to Espoo will be extended by five additional stations to the west, and the new city rail link will improve the level of train service. The rail link’s new tracks are also a prerequisite of the proposed high-speed railway between Helsinki and Turku which would create a common commuting area for 1.5 million people while being a remarkable investment in climate protection and growth. The parallel-running metro and train lines will be connected by the new Jokeri Light Rail, an upgrade for the busiest bus route in the Helsinki region.As a signatory city of the Charter of Brussels, Espoo is committed to increasing the modal share of bicycles to 15 percent by 2024, which is advanced through a cycling-promotion programme. In addition, the ridership of the public bike-sharing system of Espoo and Helsinki is one of the highest in the world.The City of Espoo actively collaborates with companies and other partners, encouraging them to promote and pilot their mobility solutions in a city environment. The breakthrough of Mobility-as-a-Service could reduce car ownership significantly while still providing citizens with a reliable and sustainable way of travelling in the city, and Espoo has taken an active role to advance this.Espoo has also been a frontrunner in piloting autonomous buses, the goal of which is to improve the safety, reliability, cost-efficiency, and the level of service of transit. First in the world, an all-weather autonomous bus was developed in Espoo.In some situations, cars, trucks, and buses, are still needed. Therefore, supporting the emission-reductions of vehicles through electrification is essential.

The city serves as a platform for various experiments that support sustainable everyday life. For example Espoo was the first city which joined the Society's Commitment to Sustainable Development in Finland. Different units, companies and networks of the city have taken part in the programme through their own practical activities. These actions, big and small commitments, help to fulfill the target of the Espoo story (Espoo city strategy) of Espoo city being a pioneer in sustainability.

Its purpose is to attract companies, investors and visitors to Espoo, and help operators succeed in innovation and travel ecosystems. Visit Espoo’s sustainable tourism roadmap 2021-2030 targets sustainable growth together for tourism in Espoo and neighboring areas. By promoting sustainable tourism, Visit Espoo aims to achieve comprehensive sustainable development of tourism, taking into account ecological, economic and socio-cultural aspects. In order to achieve the various aspects of sustainable growth, the following focus areas have been selected for the roadmap: cooperation and encounters, sustainable services throughout the year and travelling belongs to everyone – a diverse and inclusive Espoo. The logistics and construction site machinery and transport account for a significant share of the total traffic emissions in cities. Achieving carbon neutrality requires the participation of the building sector: infra-, new building-, renovation-, and demolition construction sites. HNRY project focuses on reducing these emissions acting on different levels. For example, Espoo is using machinery powered by green electricity, biogas, biofuels and hydrogen and piloting less polluting working habits, ways of using machinery and circular material use. Procurement in contract agreements is also being re-planned by including environmental criteria and using construction site carbon footprint calculations as a tool to measure the activity and impact. Additionally, a special focus is being put in the reuse of excavated landmasses and stone materials. The solutions are introduced https://hnry.fi/en/frontpage/. All the activity in HNRY were based on co-operation with the stakeholders: project partners, companies, contractors, organizations (eg.Finland Ministry of Envinronment, The Association of Finnish Technical Traders), citizens (Lukutori Citizen Society).Along the HNRY-project Espoo took new procurement criteria to competitive tendering. This is very effective way to proceed as building-sector procurement is worth 7 mrd euros in Finland per year. This is 1/3 of Finland’s total public procurement budget. Espoo procures contracts by tender that include also used machinery and materials. This means influence at the procurement criteria is significant. HNRY had a market dialogue before the call for offers.The environmental procurement criteria is taken, step-by-step, into to all sectors in Espoo building; infra-, new building-, renovation-, and demolition construction sites. The “Emission free construction sites, public procurement” green deal with Finland’s Ministry of Environment is being implemented by further processing the market situation at co-creation work groups and reported annually. Espoo believes the co-creation is the best way to cut emissions and promote sustainable development – and the fastest way as we are in climate crisis.

The objective is for the region and Lahti to offer the best solutions for the challenges facing the world's cities and serve as a window on Finnish and international companies. The partners in the foundation are the cities of Espoo, Helsinki, Kauniainen, Vantaa and Lahti, several companies, the Finnish state and the Helsinki–Uusimaa Regional Council. The foundation has compiled and produced projects that will create business opportunities in the region based on clean and smart solutions. Among other things, the solutions concern transport, food, housing and energy.

Espoo is cooperating with electric buses companies and Helsinki Region Transport increase the number of electric buses significantly. In addition, Espoo has had trials of two robot buses without drivers and has plans to do more trials. One of the main goals in the trial runs is that Finnish companies could test their new services and products, for example different sensors. These companies have a prime opportunity to go along with the development of robotic traffic.

As an example, Fortum, leading clean-energy company, and the City of Espoo have agreed upon cooperation regarding the development of energy solutions and their implementation in Espoo. In 2016, the City of Espoo and Fortum signed an agreement on developing economically and ecologically sustainable urban solutions. Jukka Mäkelä, Mayor of the City of Espoo, and Pekka Lundmark, the CEO of Fortum, signed a newest agreement on 29 January 2018 to continue the implementation of shared energy objectives and the development of urban solutions. An additional goal of the parties is to challenge other operators to become involved in the development of energy solutions and business models. The aim of the efforts is to find solutions for significantly reducing the carbon dioxide emissions generated by energy consumption in Espoo by 2030. The goal is to increase Espoo’s appeal and competitiveness in accordance with the principles of sustainable development. Through the cooperation with Fortum, city strives to promote the creation of business based on clean energy along with new products and services.

A key objective of the SPARCS project coordinated by VTT is energy-positivity, which means increasing local surplus energy production by means of renewable energy production and energy efficiency. The aim is to achieve this by developing energy-efficient regional solutions based on local renewable energy sources for construction and mobility. Solutions are under development in two Lighthouse cities of the project, Espoo and Leipzig, and will be utilised in five successor cities. The project is part of a major challenge related to enabling changes in mobility and energy use and practising a more sustainable lifestyle. In energy solutions, the analysis focuses on regions instead of individual properties. Further improvement goals include electric mobility, functionality of transport hubs and carbon neutrality. The goal is to generate globally significant imprints for the city – new innovations.
