Adaptation3.5Please explain how your city has addressed vulnerable groups through transformative action.0Se tiene el Concejo Ambiental de Niños y Niñas, se ha identificado a los niños y niñas como población vulnerable a los efectos de cambio climático. Con el objetivo de involucrarlos mediante un espacio en la toma de decisiones y la participación en el desarrollo de instrumentos de gestión, durante el 2020 se llevaron a cabo 5 talleres virtuales con niñas y niños para la formulación del PLCC, donde participaron un total de 11 niñas y niños; y 3 talleres con la participación de 52 jóvenes representantes de 33 organizaciones de la sociedad civil de juventudes en Lima. En estos talleres, ellas y ellos pudieron ser parte de la construcción del capítulo de Programación del PLCC y Futuro Deseado, tomando en cuenta los efectos del cambio climático y su afectación a las futuras generaciones. Cabe mencionar que el PLCC Lima, tiene un enfoque de inclusión, intergeneracional, de género e intercultural y a continuación se listan algunas de las acciones que benefician a grupos vulnerables:Programa de salud para atención oportuna de enfermedades asociadas a peligros climáticos: Este programa nace de la necesidad de implementar medidas de vigilancia, control, prevención y reforzamiento de la atención ante emergencias causadas por el cambio climático en la salud. Propone reforzar la capacidad de respuesta necesaria para atender la salud de la población durante y después de eventos climáticos extremos en las zonas prioritarias. Incluye el reforzamiento de la gestión de la Atención Primaria de Salud . También incluye campañas educativas para fortalecer la capacidad de adaptación de las poblaciones vulnerables, a través de la transferencia de conocimientos y la promoción de prácticas saludables que permitan asegurar la higiene, la provisión de agua de calidad, la inocuidad de los alimentos y la eliminación o control de vectores. Principales beneficiarios: Población en general, con énfasis en la población más vulnerable (niñas y niños menores de 5 años, ancianos, mujeres gestantes, personas enfermas, adultos mayores) Personas discapacitadasSistema de lomas de Lima: A través del Área de Conservación Regional (ACR) “Sistema de Lomas de Lima” (Decreto Supremo N° 11-2019-MINAM) se busca conservar 13,475.74 hectáreas de ecosistemas de Lomas como un gran cinturón urbano metropolitano. El objetivo del ACR es conservar los ecosistemas de lomas, su diversidad biológica y patrimonio cultural, garantizando la provisión de servicios ecosistémicos en beneficio de las poblaciones locales y contribuyendo a la mitigación y adaptación al cambio climático. Se proponen acciones para caracterizar “Nuevas Lomas” fuera del ACR, pero dentro de la jurisdicción de la provincia, actualizando las fichas técnicas de las lomas consideradas ecosistemas frágiles, realizando la búsqueda catastral de los dueños y los derechos sobre los predios, y caracterizando sus valores en biodiversidad y servicios ecosistémicos. El objetivo de esta acción es zonificar las lomas como suelo no urbanizable en el nuevo Plan de Desarrollo Urbano 2040, garantizar su protección y realizar gestiones para la futura ampliación de la ACR y/o la promoción de áreas de conservación privada (ACP) con los eventuales dueños de los predios. Principales beneficiarios: Toda la población de la Provincia de Lima. Poblaciones vulnerables asentadas en el borde de la ACR Lomas de Lima y de todo el cinturón de lomas.Sistema Metropolitano de Espacios Abiertos e Infraestructura Natural: Esta medida comprende el diseño del sistema físico-espacial y funcional/organizacional, que rige los espacios abiertos y la infraestructura natural de toda la Provincia de Lima. Considera la habilitación de bosques urbanos en zonas de alta vulnerabilidad térmica o que reúnan otras condiciones favorables. El Sistema busca conectar todos estos espacios verdes a través del diseño e implementación de áreas verdes a lo largo de las ciclovías y espacios de gran tránsito que funcionen como conectores verdes, impulsen el uso de la movilidad sostenible y generen espacios de sombra frente a las olas de calor. Principales beneficiarios: Toda la población de la Provincia de Lima. Población vulnerable en zonas periféricas con menor acceso a espacios verdes públicos. Población vulnerable ante olas de calor. Personas discapacitadas.Lima, Mujeres por el Clima: El Programa de mentoría Lima, Mujeres por el Clima es parte de la iniciativa Women4Climate de C40 y tiene como objetivo de construir una red de mujeres frente al cambio climático en la Provincia de Lima. Además, busca empoderar a las mujeres y promover su liderazgo a través del impulso de iniciativas en la ciudad. El primer programa se llevó a cabo en el periodo 2020-2021, con subsecuentes replicaciones cada año.
