Suwon is the capital of Gyeonggi-do Metropolitan Government and is the center of Gyeonggi-do's administration, economy, and culture. It is located at a node that connects highways, railways, trains, national roads, and local roads. Gwanggyosan Mountain in the north, Chilbosan Mountain in the west, Paldalsan Mountain and Yeokisan Mountain are located in the center, and the south is composed of flat terrain. Areas less than 100m above sea level occupy 82.1% of the total, and only 5% of the slopes occupy 69%, making it suitable for development. The headquarters of Samsung Electronics, a global company, is located in Suwon, and Hwaseong Fortress, an UNESCO World Heritage Site, is located in the center of the city. It shows the characteristics of an urban area with a high population density, and about 80% of greenhouse gas emissions are emitted from these buildings and transportation. Suwon enacted the Suwon City Climate Change Ordinance in 2009, and set a voluntary greenhouse gas reduction target in 2011 through the Suwon Declaration for Environmental Capital. A comprehensive plan for climate change response, a basic energy plan, and a detailed action plan for climate change adaptation are established every 5 years, and by establishing a management system, an annual greenhouse gas inventory is established and transparent implementation evaluation is conducted. Suwon has become a role model for local governments by leading the core values of the new climate system. In April 2020, based on the GHG inventory establishment and analysis data, a basic strategy for 2050 carbon neutrality was established, 20 action tasks in 7 areas were prepared, and target amounts for each stage for 8 action indicators were quantitatively presented. In June 2020, Suwon held an emergency declaration of a climate crisis with 226 basic local governments nationwide. And through the leading role of Suwon City, in July 2020, 80 local governments nationwide established a carbon-neutral local government practice solidarity and was promped the 2050 Carbon Neutral Joint Declaration. In February 2021, the National Assembly's Carbon Neutral Local Government Promotion Group was launched, and 10 initiatives were prepared for practical reduction actions. In May 2021, prior to the P4G Summit held in Seoul, all 243 regional and basic local governments nationwide joined the joint declaration of carbon neutrality.
