This year, the 3rd (2022-2031) comprehensive plan for climate change response is being promoted. This plan was supported by the Ministry of Environment's budget for the first time, and plans are being developed according to the guidelines provided by the Ministry of Environment. Based on the calculation of greenhouse gas emissions and emission forecasts, we set a reduction target for the target year for 2040 and prepare an action plan. In addition, it includes a performance evaluation plan by discovering strategic projects for each field and building an inventory to check the implementation of the projects. Suwon has already systematized and implemented implementation evaluations through inventory construction every year, and this policy model has also been reflected in the guidelines of the Ministry of Environment.

Through this, the direction and strategy for 2050 carbon neutrality in our urban environment were presented. Currently, the 2050 carbon-neutral master plan is being established through the Suwon Municipal Research Institute. Experts in related fields such as energy, transportation, urban planning, green space, and waste are participating in this research. We aim to develop a carbon-neutral city model suitable for urban areas with high population density and establish action plans for each sector. In addition to researchers, experts from each field are invited to hold relay seminars to forecast the state of national policy and technology development and reflect them in specific scenarios. We plan to improve local energy independence by expanding renewable energy centered on solar power and green hydrogen and utilizing waste energy. In addition, the smart grid project at the regional level can improve the efficiency of energy supply and demand, and the pilot project will serve as a basis for business expansion.

In June last year, 226 basic local governments declared a climate crisis emergency, and in July, 87% (212 places) of metropolitan and basic local governments participated in the 'Carbon Neutral Local Government Action Coalition' was launched. At the P4G Summit held in Seoul in May of this year, 243 local governments all promoted the 2050 Carbon Neutrality Joint Declaration. Local and local governments in Korea have agreed to joint efforts together, and are participating in joint tasks by selecting a common task for practical climate action.
