Adaptation | 3.0 | Please describe the main actions you are taking to reduce the risk to, and vulnerability of, your city’s infrastructure, services, citizens, and businesses from climate change as identified in the Climate Hazards section. | 8 | Action description and implementation progress | 1 | Numbering refers to numbers within our action plan:(166) Identify the most vulnerable people in the areas most at risk of flooding from climate change Progress: Mapping exercise undertaken to identify high flood risk areas and desk study complete to prioritise locations for flood resilience measures. Identified areas for further investigation. (170) Update Local Flood Risk Management StrategyProgress: An initial Local Flood Risk Management Strategy (LFRMS) for the period 2014-2020 was published in 2015. This is due to be updated in 2021/22 to align with the Environment Agency’s (EA) new National Flood and Coastal Erosion Risk Management Strategy and Action Plan. The LFRMS identify flood risk and how it is managed locally, roles and responsibilities for managing flood risk and an action plan for managing risk. In addition to this a new Surface Water Management Plan (SWMP) is in the preliminary phases of production which will take a catchment-based approach to surface water flood risk based on the drainage network; it will identify areas with higher numbers of properties at risk of flooding. It will present borough-wide surface water flood risk mitigation options which can be taken forward for more detailed investigation into the feasibility, cost and benefit of options. (164) apply planning solutions to flood risk management wherever possible by steering vulnerable development away from areas affected by flooding. Progress: policies locate development away from areas with high risk of flooding.(162 and 165) promote green infrastructure as playing a critical role in increasing London’s capacity to adapt to climate change (e.g. during droughts, heatwaves, heavy rainfall events etc). Promote green infrastructure to act as flood storage areas, holding large volumes of water in temporary ponds to protect built up areas from floodingProgress: Our new Local Plan considers enhanced green spaces with flood storage. Under the 2020 Planning Obligations Supplementary Planning Document provision of flood risk management measures such as Sustainable Drainage Systems (SuDS) are already expected to be provided on-site. https://www.richmond.gov.uk/media/ 19264/planning_obligations_spd_june _2020.pdf. In all applications for development, developers or applicants must include a statement outlining the proposed Sustainable Drainage System to be incorporated in the development, along with details for their long-term management and maintenance. Development is encouraged to be fully resilient to the future impacts of climate change in order to minimise vulnerability of people and property (177) Provide Sustainable Drainage Systems (SuDS) using identified funding from Thames Water Progress: The Council submitted a bid to Thames Water last year to secure funding as one of their strategic partners. This funding is to be used for SuDS installation to reduce the pressure on Thames Water’s sewer network. Sites and opportunities for rain gardens have been identified and we secured funding in 2021 for a collaboration with WWT and Friends of Barnes, including natural flood management in Richmond Park, downstream retrofitting of SuDS, identifying schools for swales, permeable paving and rain gardens.(174) Work closely with the South West London Flood Group, the Environment Agency, the Local Resilience Forum and the Drain London Forum on flooding developments Progress against this action - Officers attend the quarterly South West London Strategic Flood Group meetings. Officers also work closely with the Environment Agency and frequently attend London Drainage Engineers Group (LoDEG / Drain London) meetings.A Flood Risk Assessment is also required for all developments, including extensions and conversions, in areas at risk from flooding (this also includes other sources of flooding, not just river flooding). | |||
| 148148 | 848474 | Richmond Council | United Kingdom of Great Britain and Northern Ireland | Europe | 3. Adaptation | 3.0 | Please describe the main actions you are taking to reduce the risk to, and vulnerability of, your city’s infrastructure, services, citizens, and businesses from climate change as identified in the Climate Hazards section. | 8 | Action description and implementation progress | 2 | Numbering refers to numbers within our action plan:(171) Identify opportunities for reducing runoff and improving storage capacity and highlight to businesses and residentsProgress against this action - This is an ongoing process - communication with businesses and residents is also a key part of the Beverley Brook Flooding Resilience Project (see above). (172) Identify sources of funding and assistance for retrofitting roofs on residential and commercial buildings with green or blue roofs Progress against this action - This is an ongoing process(162 and 165) As part of Local Plan review promote green infrastructure as playing a critical role in increasing London’s capacity to adapt to climate change (e.g. during droughts, heatwaves, heavy rainfall events etc). Promote green infrastructure to act as flood storage areas, holding large volumes of water in temporary ponds to protect built up areas from flooding Progress against this action - The New Local Plan considers enhanced green spaces with flood storage. Under the new Planning Obligations Supplementary Planning Document, approved on 2 June 2020, provision of flood risk management measures such as Sustainable Drainage Systems (SuDS) are already expected to be provided on-site and secured through conditions or a s106 agreement. https://www.richmond.gov.uk/media/ 19264/planning_obligations_spd_june _2020.pdf. In all applications for development, developers or applicants must include a statement outlining the proposed Sustainable Drainage System to be incorporated in the development, along with details for their long-term management and maintenance. Development is encouraged to be fully resilient to the future impacts of climate change in order to minimise vulnerability of people and property See also our Local Plan:Green roofs and/or brown roofs should be incorporated into new major developments with roof plate areas of 100sqm or more where technically feasible and subject to considerations of visual impact. The aim should be to use at least 70% of any potential roof plate area as a green / brown roof. The onus is on an applicant to provide evidence and justification if a green roof cannot be incorporated. The Council will expect a green wall to be incorporated, where appropriate, if it has been demonstrated that a green / brown roof is not feasible | |||

Identified areas for further investigation. The Council has submitted information to the Environment Agency requesting grant funding to progress this in 2021/22. (170) Update Local Flood Risk Management Strategy Progress: An initial Local Flood Risk Management Strategy (LFRMS) for the period 2014-2020 was published in 2015. This is due to be updated in 2021/22 to align with the Environment Agency’s (EA) new National Flood and Coastal Erosion Risk Management Strategy and Action Plan. The LFRMS will continue to identify flood risk and how it is managed locally, roles and responsibilities for managing flood risk and an action plan for managing risk. In addition to this a new Surface Water Management Plan (SWMP) will present borough-wide surface water flood risk mitigation options which can be taken forward for more detailed investigation into the feasibility, cost and benefit of options. Officers also work closely with the Environment Agency and frequently attend London Drainage Engineers Group (LoDEG / Drain London) meetings. (176) Maintain and improve good working relationships and collaboration with external organisations to help maintain the quality of our local waterways Progress: Working with the EA :The EA manage the risk of flooding from main rivers. They are responsible for producing long term approaches to Flood and Coastal Erosion Risk Management such as the National Strategy and Action Plan, which the LLFA uses to guide local plans. They also provide grant funding for flood alleviation scheme projects. Richmond have applied for such funding to start feasibility work on Sustainable Drainage System (SuDS) projects in Strawberry Hill and Teddington – Critical Drainage Areas identified in the 2011 SWMP. The aim of these projects is to manage and reduce the risk of flooding to properties in the area. Richmond LLFA worked with the Council IT and Communications teams to build an online flood report form. This is available on the Council’s website which allows residents to report incidents of flooding. This will help build up a picture of flooding in the borough and identify where investigations are required. Richmond was successful in the bid for the Flood and Coastal Resilience Innovation Programme funded by Defra/ EA which will provide up to £6 million funding over the period 1 April 2021 to 31 March 2027. This funding is to improve resilience to flooding and climate change through practical and innovative actions. Richmond will work in partnership with the Friends of Barnes Common and the Wildfowl & Wetlands Trust to create a community-centred project working with nature-based solutions and SuDS to improve flood and climate change resilience in the Beverley Brook river catchment in the borough. The project aims to work with the community to deliver multiple benefits for the community, environment and the economy throughout the project. |
