Adaptation3.0Please describe the main actions you are taking to reduce the risk to, and vulnerability of, your city’s infrastructure, services, citizens, and businesses from climate change as identified in the Climate Hazards section.8Action description and implementation progress5(162 and 165) As part of Local Plan review promote green infrastructure as playing a critical role in increasing London’s capacity to adapt to climate change (e.g. during droughts, heatwaves, heavy rainfall events etc). Progress: - The new Local Plan considers enhanced green spaces. Ongoing work to continue the roll out of public drinking fountains in parks and on-street and identify additional funding sources to enable the delivery of additional public drinking fountains and sites to locate them. Progress: The Council is working with friends groups to apply for funding as and when it becomes available from http://www.drinkingfountains.org/ . Information is circulated to groups via Habitats and Heritage, a local community group. See also our Local Plan which requires that: Development that results in a new residential dwelling, including conversions, change of use, and extensions that result in a new dwelling unit, will be required to incorporate water conservation measures to achieve maximum water consumption of 110 litres per person per day for homes (including an allowance of 5 litres or less per person per day for external water consumption). Finally, the London Plan requires:Development Plans should promote improvements to water supply infrastructure to contribute to security of supply. This should be done in a timely, efficient, and sustainable manner taking energy consumption into account.Development proposals should:1. through the use of Planning Conditions minimise the use of mains water in line with the Optional Requirement of the Building Regulations (residential development), achieving mains water consumption of 105 litres or less per head per day (excluding allowance of up to five litres for external water consumption)2. achieve at least the BREEAM excellent standard for the ‘Wat 01’ water category164 or equivalent (commercial development)3. incorporate measures such as smart metering, water saving and recycling measures, including retrofitting, to help to achieve lower water consumption rates and to maximise future-proofing.Water quality is also impacted by drought. To reflect this, development plans must promote the protection and improvement of the water environment in line with the Thames River Basin Management Plan, and should take account of Catchment Plans.

Adaptation3.0Please describe the main actions you are taking to reduce the risk to, and vulnerability of, your city’s infrastructure, services, citizens, and businesses from climate change as identified in the Climate Hazards section.8Action description and implementation progress6Numbering refers to numbers within our action plan:(162 and 165) As part of Local Plan review promote green infrastructure as playing a critical role in increasing London’s capacity to adapt to climate change (e.g. during droughts, heatwaves, heavy rainfall events etc). Promote green infrastructure to act as flood storage areas, holding large volumes of water in temporary ponds to protect built up areas from flooding Progress against this action - New Local Plan considers enhanced green spaces.Continue the roll out of public drinking fountains in parks and on-street and identify additional funding sources to enable the delivery of additional public drinking fountains and sites to locate them. Progress against this action - The Council is working with friends groups to apply for funding as and when it becomes available from http://www.drinkingfountains.org/ . Information is circulated to groups via Habitats and Heritage.(150) Identify capacity and plant additional trees across the borough Progress against this action - Work to realise the actions as outlined in the specific tree planting committee paper is under way. The Local Plan states that:New development, in their layout, design, construction, materials, landscaping and operation, should minimise the effects of overheating as well as minimise energy consumption in accordance with the following cooling hierarchy:1. minimise internal heat generation through energy efficient design2. reduce the amount of heat entering a building in summer through shading, reducing solar reflectance, fenestration, insulation and green roofs and walls3. manage the heat within the building through exposed internal thermal mass and high ceilings4. passive ventilation5. mechanical ventilation6. active cooling systems (ensuring they are the lowest carbon options).
