Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city1Various local and national plans in place to support adaptive capacity of the city. E.g. Local flood risk management strategy, Avonmouth and Servernside flood defences, Bristol water resource management plan, Bristol water drought plan, PHE heatwave plan for England and Cold weather plan for England, Local Resilience forum and multi-agency plans, infrastructure asset owners plans.
1504542185Bristol City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city2Access to data for use in adaptation planning is increasing and is a priority for improvement in the foreseeable future. Notable data assets include, flood mapping, including climate scenarios and prototype heat mapping portal. Work is being done with partner organisations such as the Met Office, University of Bristol, UWE etc to increase access to data.
1504552185Bristol City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city3Reliance on financial support from national government, especially when it comes to major projects, hampers the city's ability to autonomously improve its adaptive capacity. The City Leap project is an example of how the city is moving towards other funding streams and this could also be employed in the future for adaptation.
1504562185Bristol City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city4In Bristol, 15% of residents (70,400 people) live in the most deprived 10% of areas in England. Deprivation/poverty can reduce peoples' capacity to adapt to climate change due to various reasons, inability to adapt home, inability to move home, lack of transport, etc.
1504572185Bristol City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city5Climate change affects every corner of life. A climate resilient city is dependent on the actions of many at all scales from national government down to the individual citizen. Transformative systemic change is needed - accelerating the speed of transition and level of ambition over the next decade. Addressing climate risk needs to become business as usual rather than just tinkering around the edges. Strong leadership, increasing awareness across all stakeholders, organisational change e.g. processes & practices, learning culture, partnership working; supportive rules and powers including statutory/mandatory requirements for climate resilience and reporting, significant funding and finance, growth in appropriate skills and capacity, the right data and knowledge, and widespread engagement from all walks of life.
1504582185Bristol City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city6We need robust, shared and organised data which can be used across the city's organisations to enable a shared understanding and a shared evidence base. This is critical for building a more climate resilient city. Challenges include the lack of tools to monitor climate change impacts, limited information on infrastructure and supply chain resilience and a better picture of the impact of a 2 and 4 degree world on the UK.
1504592185Bristol City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city7A growing adaptation economy is needed to support the building of climate resilient cities including new skills across the board especially in key sectors and the grow of goods and services to support this transformation. For example - retrofit products e.g. solar films for windows, tools to monetize co-benefits of climate resilience, monitoring tools to track climate impacts etc.
1504602185Bristol City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope2. Climate Hazards and Vulnerability2.2Please identify and describe the factors that most greatly affect your city’s ability to adapt to climate change and indicate how those factors either support or challenge this ability.4Please describe how the factor supports or challenges the adaptive capacity of your city8Our built environment is largely not fit for future climate. Collective action is needed to facilitate the transformative change necessary so that our building and infrastructure continued to perform within specified tolerances over the coming decades. Action includes updating design standards, funding for retrofit, collective learning from funded demonstration/pilot projects, and support to transform the whole sector including supply chains.

1504942185Bristol City CouncilUnited Kingdom of Great Britain and Northern IrelandEurope2. Climate Hazards and Vulnerability2.3aPlease report on how climate change impacts health outcomes and health services in your city.7Please explain1The Preliminary Climate Resilience Assessment included a high-level assessment of climate change impacts on health with respect to flood, heat, drought and cold. The One City Climate Strategy recognises the need for more detailed work through delivery plans across a range of themes so that public and health services are more climate resilient, including more robust data and vulnerability studies. The Heat Mapping portal which Bristol is developing will explore the vulnerability of populations to climate-related risks taking into account socio-economic factors related to health. Our Heat Vulnerability Index will identify areas with high populations of at-risk groups. An extensive literature review and discussions with stakeholders has helped identify groups vulnerable to heat stress and explored factors impacting heat risk in the city. The HVI tool is comprised of layers relating to exposure, sensitivity and adaptive capacity. The sensitivity layer takes into account numerous socio-economic factors related to health.
