City-wide Emissions | 4.7 | If the submitted GHG inventory is baseline inventory for target setting, please provide the Baseline Synthesis Report and stakeholder consultation process and results to this inventory. | 2 | Baseline synthesis report | 1 | Please complete | Bristol’s climate emergency and carbon neutrality commitment are important steps in the fight against climate change. Reducing carbon emissions in the City to net zero needs huge commitment, investment and change from both local and national government. It will also require the mobilisation and support of businesses, institutions, communities and individuals across the city. The analysis found that the baseline carbon emissions for the City of Bristol were around 1,724 kt CO2e in 2016, roughly split into thirds by the end-use sectors of domestic, non-domestic, and transport energy demand. This equates to circa 3.7 tonnes of CO2e per person per year.11Projecting the City of Bristol carbon reduction policies forward under the ‘Committed’ scenario, and the ‘Target 2050’ scenario, we see emissions fall in all three of the sectors. The overall reduction in emissions across these sectors by the ‘Committed’ and ‘Target 2050’ scenarios are shown in Table 2-1. These changes in emissions come from a combination of local progress and national policy changes, such as grid electricity decarbonisation. The more ambitious ‘Target 2050’ scenario delivers overall reductions of 46% with the ‘Committed’ projection due to reduce emissions by 28%. In both cases the largest reductions are seen in the non-domestic sector with the smallest reductions in transport. In a ‘Target 2050’ trajectory transport emissions reduce by 26% and in the ‘Committed’ trajectory it reduces by only 14%.A ‘Target 2050’ trajectory by 2030 would require considerable commitment and investment at both national and local level in order to achieve the scale of changes that are modelled | ||

| 151015 | 2185 | Bristol City Council | United Kingdom of Great Britain and Northern Ireland | Europe | 4. City-wide Emissions | 4.8 | Please indicate if your city-wide emissions have increased, decreased, or stayed the same since your last emissions inventory, and describe why. | 3 | Please explain and quantify changes in emissions | 1 | Please explain | The decrease in emissions from 2016 – 2018 is in line with national trends. The main driver was a change in the fuel mix for energy generation, with a decrease in the use of coal and increased use of renewables and gas. We are waiting on SCATTER to be updated for this reporting year (2019), but we would expect the trend to continue as emissions decrease due to the increased supply of clean energy sources. On a local level, Bristol has reduced its energy consumption due to a reduction in electricity consumption. This can most likely be attributed to positive behaviour change and enhanced energy efficiency measures. | ||

| 151017 | 2185 | Bristol City Council | United Kingdom of Great Britain and Northern Ireland | Europe | 4. City-wide Emissions | 4.9 | Does your city have a consumption-based inventory to measure emissions from consumption of goods and services by your residents? | 2 | Provide an overview and attach your consumption-based inventory if relevant | 1 | Please complete | In 2016, the City of Bristol’s greenhouse gas (GHG) emissions associated with consumption were 5432 KtCO2e1.Of these, the amount of GHG emissions associated with consumption attributed to residents was 4149 KtCO2e.The GHG emissions per capita for the City of Bristol in 2016 were 11.96 tonnes CO2e. This is very close to the 2016 UK average of 11.94 tonnes CO2e.The consumption item with the highest impact is transportation (public transport, private vehicle use and aviation), making up 32% of the emissions from households. Transportation is a key area to focus reduction policy.Emissions associated with fueling, powering and maintaining the home contribute a further 29% towards the household footprint and are another key area to focus on.Food is the third largest consumption item with 13% of the total. This increases to 17% if restaurants and hotels are included. | Community carbon footprints_Method report.docx | |
