Every year the City of Paris invests more than 40 million € for retrofitting social housings of the city, i.e. around 5,500 flats retrofitted by years. It maintains and creates jobs in the building sector ; it also allows families with low income to earn money on the energy bill. Those investments created 2,000 new jobs in Paris.

For example, the City of Paris "pays" 40% of social flat retrofitting to avoid 30% of energy consumption at least. In the end, inhabitants earns around 400€/year on their energy bill.

New buildings have very high energy performance with solar cells, green roofs, very low energy consumption... The new companies benefit of all facilities to develop them with a very low rent.Around twenty companies will be able to benefit from one of the investment funds for ecological transition, "Paris Fonds Vert", created in July 2017. With a ten-year lifespan, Paris Fonds Vert is intended to gather mainly private financing, with an investment target of 200 million euros.

If so, please provide more details on which benefits are being measured and/or a link to more information.3Further information1ResponseThe city of Paris has conducted a study on socio-economic impacts of the energy and climate transition in order to specifically identify the impacts of the Climate Plan, whether positive or negative. A range of individual, economic, social and political impacts were analysed for the main actions in the Climate Plan. Their effects on employment, well-being, equity, and balance across the city were also examined. This study showed that many of the Paris Climate Plan measures will help to improve the well-being of citizens by improving the quality of their immediate environment, witch will have an impact on physical and psychological helth. These improvements should promote support for the Climate Plan and the willingness of citizens to contribute.Health impact assessment (HIA) is a decision-making process science based, which includes, where possible, participatory approaches that make it possible to contextualise the data from research and facilitate the implementation of a project by increasing its legitimacy or social acceptability. HIA makes it possible to share with all the stakeholders in a policy or project the social, economic and environmental issues that may have an impact on health and well-being.During the bid phase, Paris 2024 and the City of Paris initiated a health impact assessment (HIA) on the expected legacy of the Olympic and Paralympic Games. This process made it possible to take stock of the impact of the games on the health and well-being of the population. This study was carried out by the Île-de-France Regional Health Observatory and the Parisian Environmental Health Service of the City. The report was submitted on 17 May 2018. The aim of this "urban" HIA is to improve health, develop transversality and help the ownership of the urban project. The aim of the HIA is to examine the areas of action on which it is possible to act during the renovation of a neighbourhood in terms of health and well-being (living environment and urban planning, lifestyle, social cohesion, access to care and services, biodiversity, environments and resources, economic development and employment). This involves, in particular:- Analysing proposed development scenarios from the point of view of health determinants;- Providing an alternative vision: proposing a benchmark of solutions adopted elsewhere, inviting experts;- Working with the population groups least targeted by the consultation strategy, in conjunction with associations and professionals in the sector;- Ensure contextualised and operational recommendations; - Disseminate and promote an HIA report as a "red thread" and multi-actor roadmap for a "healthy neighbourhood". On the basis of the interim report, a number of technical recommendations, some of which relate to climate change, have been or will be integrated into the concession agreement, the developers' lot sheets or attached to the Reinventing Cities specifications. These "climate" recommendations relate in particular to limiting the accumulation of solar energy in buildings and combating urban heat islands, but also to supporting households in the proper use of housing. The Parisian Environmental Health Service is currently working with the urban planning department and the developer to implement the recommendations. In mid 2020, two new health impact assessments were launched: the HAI "Gare des Mines" (18th) and the HIA "Porte de la Villette" (19th). For the Gare des Mines HIA, the steering committee was held on 24 January and the team has worked with key stakeholders to develop recommendations and to deepen the analysis of certain health issues, including adaptation to climate change. For the Porte de la Villette HIA, the diagnostic stage of the vulnerable populations and the territory began in early 2020.The City of Paris has been taking into account the challenges of adaptation to climate change for many years. An analysis of the vulnerabilities and robustness of the Parisian territory was conducted in 2012. The results of this study served as the scientific basis for the City of Paris' 2015 climate change adaptation strategy. Climate change adaptation also represents a major component of the City of Paris' latest Paris Climate Action Plan, adopted in 2018. The City of Paris wishes to update certain parts of the 2012 study on the vulnerabilities and robustness of the Parisian territory to climate change, and to develop new communication tools to illustrate the resulting conclusions in order to raise awareness of these issues among various stakeholders. The new study is under development and is expected to be published by the end of 2021.

Opportunities6.12Describe how your city plans to enhance ambition and scale up Climate Action Plan (integrated/adaptation/mitigation) and actions to achieve climate neutrality, net zero emissions, carbon neutrality or 100% renewables.0The 2018 Paris Climate Plan has an integrated territorial approach and includes both mitigation and adaptation actions. To meet carbon neutrality, the equation is simple: we must halve Paris' energy consumption and reach 100% renewable energy by 2050. On the first part, the City of Paris works in priority to support the renovation of housing and the reduction of the most carbon-intensive transport. To reach 100% renewable energy, the City will take advantage of its territory and will create territorial partnerships to support and participate in the financing of renewable energy production outside its territory. The City of Paris and its partner La Tribune organized the Paris Zero Carbon Forum on December 10 and 11, 2020. This international meeting in favor of the climate was an opportunity for cities to reaffirm their commitment to carbon neutrality by 2050. Folowing this event, the City of Paris, like 138 other cities, signed the Paris Declaration. The City of Paris reassert its ambition to contain the increase in global warming within the 1.5°C goal of the Paris Agreement and state our commitment to respect the following resolutions:▶ Put climate action at the center of all urban decision-making, so as to achieve climate neutrality and create thriving and equitable communities▶ Pledge to reach (net)-zero in the 2040s or sooner, or by midcentury at the latest, in line with global efforts to limit warmingto 1.5°C.▶ In advance of COP26, explain what steps will be taken toward achieving net zero, especially in the short- to medium-term. Set an interim target to achieve in the next decade, which reflects a fair share of the 50% global reduction in CO2 by 2030 identified in the IPCC Special Report on Global Warming of 1.5°C▶ Immediately proceed before 2022 to planning at least one inclusive and equitable climate action as proposed by “cities Race to Zero” program, which will contribute to positioning your city on a resilient track in line with the 1.5°C objective of the Paris Agreement; ▶ Take the concerns of the youth into account and engage them in the governance of climate policies while being consistently and transparently accountable to them;▶ Build new partnerships with all stakeholders and establish,coordinated action plans between urban and rural populations,in order to accelerate the ecological transition of our food supply;▶ Invite our partners – political leaders, CEOs, trade unions, investors, and civil society – to join us in recognizing the global climate emergency and help us deliver on science-based action to overcome it.▶ Embrace nature-based solutions in our climate plans, placing biodiversity at the core of climate change mitigation measures;▶ Support the changes in the economic activities of our cities that allow for a quicker reduction of their carbon footprint;▶ Push forward true climate justice to protect the most vulnerable from climate change and fuel poverty;▶ Commit with all of our public and private partners to give access to renewable and carbon-neutral energy for all our citizens by 2050;▶ Work with States and the international scientific community to build new economic indicators that measure the ecologicaldebt of carbon-based economic activities;▶ Encourage States to promptly issue new ambitious climate contributions, including action by cities, consistent with theParis Agreement;▶ Encourage the States, major public and private investors to confirm their commitment to mobilise $100 billion per year for climate mitigation and adaptation, including green stimulus plans supporting cities
