This structure will make it possible to help individuals, companies and local authorities wishing to offset their greenhouse gas emissions by financing ecologically virtuous projects. The planned operator will take the form of a cooperative, which will mobilise several financing tools: low-carbon label, energy saving certificates and participatory financing to cover a maximum number of sectors: renewable energy, sustainable agriculture, forestry, energy renovation of buildings, etc. This tool will be particularly useful in the run-up to the 2024 Olympic and Paralympic Games, an event that will have to be carbon neutral and in which many companies could be interested in such a scheme.The operator should be launched in 2022.

The Academy is constantly evolving and is part of a learning and educational innovation approach: it is a transformative place to leverage reality and to shake up both current individual and collective practices and decision-makers.Located in the former town hall of the 4th arrondissement, on more than 4600 m2, the Academy will welcome various audiences: Schoolchildren and college students during the week, young people aged 15 to 25 in the evening and at weekends, associations and project leaders, and families will have access to all the offers in an adapted format during the holidays and at weekends. For everyone, free access: exhibitions, shows, debates, workshops, work spaces, a green courtyard, a third-party refreshment area, will contribute to the richness of the place.An incubator will accompany professional projects, support associations, and prepare for the transition professions. The launch of the Climate Academy, in September 2021, follows the "test and learn" methodology. The project will be evaluated and improved as it goes along, according to these three criteria :the involvement of young people and the response to their needs, the scientific expertise and the pedagogical innovation conducive to the development of formal and informal skills.

Opportunities6.6Has your city tested their climate actions through pilot/demonstration projects?2Description of project and weblink1Tested by city governmentThe city of Paris has tested a number of projects with pilot initiatives that are intended to be scaled up to a larger scale in the city.Among them, we can mention the Two Shores district. A multi-actor community associating on a specific perimeter, namely a part of the 12th and 13th arrondissement of Paris. In three years, the approach has brought together more than 20 organizations that occupy this territory, around a collective desire: to carry out circular economy projects and reduce the environmental impact of their activities. Other circular districts should emerge in Paris, the objective being to create reproducible circular economy models that reduce the ecological impact of production and distribution systems, on a territory, whatever the organizations. In 2017, the 10th arrondissement of Paris adopted a Climate Roadmap (a declination of the Paris Climate Action Plan). Among the seven priority thematic issues, there is that of aiming for zero waste. They launched the pilot project of "Rue Zéro Déchet", located on "Rue de Paradis". The issues studied include: The accompaniment of residents and office users ; Supporting businesses and restaurants in redistributing unsold goods, sorting and processing cardboard and pallets, reducing consumables (cutlery, packaging...);The prevention of bulky items and litter through the organization of municipal collection ; And finally the collection and local treatment of bio-waste.The City of Paris has been experimenting the collection of food waste since 2017. An operation that is in line with the law on energy transition, which foresees that all French cities provide a system of food waste collection at the source by 2025. The 2nd, 12th and 19th districts are pilots in this project.2017-2023: the Saint Vincent de Paul pilot district, resilient and low carbon. An innovative production of heat for heating and domestic hot water has been installed from the city's non-potable water network, in connection with the CPCU network, in order to supplement needs during winter consumption peaks. The global mobility strategy, which prefigures the "zero car" ambition for the district by 2050, has been validated. A mobility center is to be installed, and the area will be a peaceful zone with motorized traffic reduced to a strict minimum.

This project aimed to pilot the energy consumption of the Clichy Batignoles eco-district. The project consisted in getting the main stakeholders involved in energy decision-making to adopt performance commitments and to form a governance structure. This governance has to be supported by an entity called a "district energy facilitator", who was supposed to help in: 1)Self-administration, 2) equipping them with tools that allow them to know and even control the real energy functioning of the buildings.3) Improving performance in concrete terms by using a variety of means, from carrying out work to raising awareness among users.
