The Municipal Investment Programme (Programme d’Investissement de la Mandature – PIM – 2020) will form part of this trajectory and the City of Paris is intending to employ management and funding methods to raise the required funds. To raise the profile of this ambitious renovation programme, energy certificates will be awarded in recognition of any major renovations, which will be adapted according to the programme of work carried out.

Please select the threshold used for energy poverty in your city.3Comment1Energy PovertyThe vast majority of the rental stock in Paris is made up of dwellings built before the 1970s and the first thermal regulations.In fact, despite a dynamic that is currently being structured in favour of the renovation of social housing and condominiums, most Parisians are still living in poor quality housing from an energy efficiency point of view. In Paris, an estimated 77,000 households are in a situation of energy poverty (official figure: 68 648 households). The Climate Plan aims to reduce this figure by 20% and to establish a territorial pact to combat fuel poverty. It also mentions the possible implementation of a FSATME (social fund for energy management work) and a partnership with all the actors involved in the fight against energy poverty.There are several measures that could be taken to put in place an action plan against fuel poverty action plan against fuel poverty:- a territorial diagnosis to refine our knowledge of households in fuel poverty: territorial distribution households in fuel poverty, (territorial distribution, social characteristics, housing characteristics, their housing situation, etc).- the setting up of a territorial platform for the fight against fuel poverty, in order to link and train the actors in the field (associations, social services energy suppliers and distributors, etc.) on fuel poverty (detection, reorientation of households...);- setting up a one-stop shop to combat fuel poverty with the "Service Local d'Intervention pour "Service Local d'Intervention pour la Maîtrise de l'Énergie" (SLIME): the aim is first of all to be able to to detect these households and to establish a precise diagnosis of their situation situation, as fuel poverty can take many forms. The SLIME aims to to set up and coordinate, on the basis of the territorial platform, a protocol for to identify and support households in precarious situations in order to reduce the number of these situations;- launch a training plan for the social workers of the City of Paris, the social workers of Paris Paris Habitat and RIVP social workers (as a priority) and other social landlords (in a second phase);- setting up a social fund to help with energy management work (FSATME) in order to to help households in fuel poverty to improve their comfort at reduced cost through simple work (replacement of simple works (replacement of windows, thermal insulation, change of boiler...).The coordination of the territorial platform, the SLIME and the training plan could be ensured by an agent of the City of Paris, or by the Parisian Climate Agency. These measures should be linked to the continuation and acceleration of the dynamic in favour of the renovation of Parisian housing. Indeed, in addition to household income and the rise in energy prices, fuel poverty is caused by the energy insecurity is caused by the thermal discomfort that results from poor insulation of housing.

In this perspective, it will launch a long-term renovation programme for its most energy-inefficient buildings including 300 primary schools, 40 secondary schools and 15 swimming pools. In 2021, the City of Paris will draft a Master Plan for the Energy Efficiencyof Public Buildings (Schéma Directeur de Performance Énergétique des Bâtiments Publics) in order to optimise the management of its property assets. For the residential sector, the City of Paris will continue to support social housing providers in their efforts to renovate their stock on a massive scale. The target is to reduce energy consumption by 35% in all social housing stock by 2030 and 50% by 2050 in relation to 2004, taking account of all improvements made. To achieve these targets, the number of renovations is increased to 5,000 housing units per year from 2020, which will require in particular that the investment capacities of lessors be guaranteed by the State.Furthermore, the energy-efficiency projects of residents of jointly owned properties in Paris currently receive support from the City and the Paris Climate Agency, in particular via the “Eco-rénovons Paris” scheme which contributes to reducing energy consumption and combating fuel poverty. This programme and those carried out by the APC will need to be stepped up and adapted in order to boost the rate of energy renovations. For the tertiary sector, the major specialized operators and large corporations must continue to renovate their assets and will be able to benefit from the impetus provided by the Paris Climate Action Charter. In addition, the City of Paris will establish a specific support programme for renovations carried about by small-scale tertiary/service sector operators (e.g. shops, self-employed professionals, etc.) after 2020.
