Se ha elegido esta área para la intervención considerando su valor cultural, histórico y emocional, además de su potencial de convertirse en un ejemplo para la réplica en otros barrios de la ciudad y otros centros históricos de las ciudades latinoamericanas. Es una acción piloto con resultados concretos para la reducción de emisiones, y con la posibilidad de ser replicable y escalable Se plantea a implementación de acciones emblemáticas en movilidad: la peatonización de calles, priorización del uso de la bicicleta, la incorporación gradual de buses eléctricos en las flotas que circulan por el centro, y la reducción de la demanda de transporte en las centralidades, residuos sólidos, cambio de luminarias públicas.Además este proyecto se enmarca en el Plan de Revitalización del Centro Histórico en su eje de movilidad, mismo que tiene el objetivo de fomentar la movilidad sostenible, eficiente, y universalmente accesible, que priorice al peatón.
