Para el análisis se toma en cuenta las amenazas y su peligrosidad, exposición y capacidad adaptativa de diferentes receptores relevantes en el contexto de la ciudad. El nivel o aceptabilidad del riesgo van a depender de la caracterización de estos tres factores. Es claro que elevados niveles de amenaza, exposición y vulnerabilidad implican alto riesgo. El riesgo climático es el resultado de una operación espacial de amenaza, exposición y vulnerabilidad para un conjunto determinado de elementos, agrupados en cuatro sectores: población, actividades económicas, infraestructuras y medio ambiente. De este modo, se tendrá un conjunto de combinaciones que permitirán sustentar la propuesta razonada de medidas para favorecer la resiliencia climática en el DMQ.
