This study will assess the feasibility of providing protection to the shoreline from rising sea levels at Ballito and to prepare costings for potential schemes. The study will include innovative, costed engineering solutions to mitigate against this threat. The solutions will include both ‘hard’ and ‘soft’ sea defence measures, linked to repairs of the damaged boardwalk, thus improving access to the beach for community members. Furthermore, the project brief will include requirements for engineering solutions to create economic opportunity areas within the sea-defence construction, particularly for the women traders who currently operate along the coastline. This study will then be used to raise funding from municipal and other sources for construction of the sea defences along 4 kms stretch of coastline and will serve as a pilot for further sea defence roll out within KwaDukuza and other vulnerable areas within South Africa. The objectives are as follows;•Assessment of KwaDukuza coastal profile to identify areas of climate change risk to infrastructure and ecosystems, including sewerage pumping stations•Climate change modelling using latest research, showing probabilities and risk areas along the coastline of KwaDukuza municipality•Based on assessed risks, to recommend appropriate sea defence structures or similar coastal protection measures to reduce the risks from coastal flooding and erosion, and damage to infrastructure and ecosystems from anticipated rising sea levels•Make recommendations on integration of sea defence structures into boardwalk or similar to improve community access to coastal waters and improve economic opportunities for women traders. •Fully cost engineering solutions for sea defences, beach reclamation, and other elements as recommended•To fully understand and develop study inclusive of legislative requirements for sea defence structures•To make recommendations on appropriate partnerships for funding, implementation and maintenance of sea defence structures•To make recommendations on potential roll out of solutions to other, equally threatened coastal regions The impact is expected to be a study for fundraising and implementation of sea defences to enable the KwaDukuza municipality to build appropriate defences against rising sea levels, protecting the infrastructure and livelihoods of those who depend on the tourism and other sectors for survival.

Therefore, a long-lasting legacy is expected for the project. The awareness and education component will ensure that communities and other stakeholders play an active role in protection of the wetlands, thereby ensuring a long-term impact. It is likely that the project will not focus on all the wetlands. It will however serve as a pilot for future scale-up to other wetlands not included in the initial project. It is likely that the project will be repeated. The project is currently within the Integrated Development Plan of the municipality, thus ensuring that it has political support. The awareness component of the project will embed this support into local communities. The project will be operated through the iLembe Municipality environment office, making use of usual procurement mechanisms and within relevant public finance management processes.

Adaptation3.0Please describe the main actions you are taking to reduce the risk to, and vulnerability of, your city’s infrastructure, services, citizens, and businesses from climate change as identified in the Climate Hazards section.8Action description and implementation progress4In terms of the National Environmental Management: Biodiversity Act (NEM: BA) (Act No. 10 of 2004) the municipality has a responsibility to limit further loss of biodiversity and conserve endangered ecosystems, ensure ecological sustainable development and protection of biodiversity. Amongst other negative impacts, alien plants such as gum trees spread rapidly with negative consequences on local species. Alien plant species affect water availability, they damage the quality of soil nutrients and once they have invaded a habitat, they change the conditions of that environment. It is believed that gum trees store approximately 200 litres of water per day, this has extensive impacts of the ground water budget and the stream flow, in addition, the trees outside the school boundary were also compromising the safety of the school property due the number of break-ins that had occurred. Hence, KwaDukuza Municipality has been in partnership with the Department of Economic Development Tourism and Environmental Affairs (DEDTEA): Invasive Alien Species Programme, Valued Added Industries for the implementation of the Invasive Alien programme at Etete Primary and Zilungisele Primary schools. The programme objectives were the Municipality to not only provide a service to the communities but to also empower the people by providing socio-economic benefits through job creation and skills development to improve their wellbeing and livelihoods and ultimately to create a safe environment and climate resilient communities.Invasive Alien programme at Etete Primary and Zilungisele Primary schools for the removal of gum and pine trees inside the school premises and along the Etete River commenced on the 18th February 2021 and was successfully executed on the 28th of May 2021. The programme yielded the following benefits: •Health and safety, herbicide administration and Covid-19 safety training,•Thirty Two (32) job opportunities created through the extended public works programme,•Removal of gum & pine trees inside the school premises and along the eTete River, •Skills transfer from skilled operators provided by DEDTEA. Currently, the natural environmental in the schools property is in the process of restoration and one of the many positive outcomes of clearing these alien invasive species is that the natural ecosystems are restored almost immediately. Hence, the Etete river flow has increased in the vicinity of cleared area thus it necessitated installation of a pedestrian wooden bridge that the Municipality has built for the Etete Primary School and wider community. WORLD ENVIRONMENT MONTH COMMEMORATION 2021 EVENT WITH ETETE PRIMARY SCHOOL: Therefore, emanating from the successful completion of the Etete and Zilungisele Schools Invasive Alien Species clearance programme, the Municipality commemorated world environment month with Etete Primary School on the 25 June 2021 under the theme ‘Ecosystem restoration’. Amongst the activities of the day, the event entailed the tree planting of ten indigenous trees sponsored by the municipality, creation of a Food Garden (400x cabbage and 400x spinach seedlings) and the handover of the pedestrian wooden bridge. The Department of Economic Development Tourism and Environmental Affairs iLembe District Office sponsored the school with 800x vegetable seedlings and South African Local Government Association (SALGA) sponsored with refreshments (60x snack packs) for the event. In addition, the municipality sponsored the school with a 1000litre paper recycling bin to encourage separation at source in the school. Sebenza Sonke recyclers will be collecting the recyclables from the school since initially, Sebenza Sonke was selected as the designated service provider for collection of recyclables from ten schools who are participating in the Council approved schools recycling programme initiated by KDM Environmental Management.

In providing technical and financial support to KwaDukuza, C40 through the knowledge exchange held in June 2020 which mobilized other member municipalities of the Central KwaZulu Natal Climate Change Compact with similar projects to participate in co-designing and refining the KwaDukuza proposal into a technically feasible, manageable and operation project proposal. Emanating from this, C40 Climate Finance Facility has continued providing technical support to KwaDukuza Municipality developing a bankable project concept for a riverine programme. KwaDukuza Municipality selected the Mavivane River as a pilot project, in order to seek funding for the implementation of the project furthermore it is envisaged that the project will be upscaled to various river systems within KwaDukuza Municipality. This river was chosen as it is multifaceted in its position and service to the surrounding communities, it carries historical and heritage significance forming part of the King Shaka Heritage route of the Execution Cliffs located on the floodplains of Mavivane River. The river is strategically located with a varying topography and it runs its course through different land uses, namely residential (informal and formal), commercial and industrial. Mavivane River is dynamic and resilience it encounters development pressures that result in pollution, alien invasive species infestation, aging stormwater and sewer infrastructure and climate change. These factors negatively affect the river’s ability to provide ecological goods and services, causing streamflow imbalances and therefore reducing its water quality and quantity. Four virtual sessions were held with C40 and iLembe district municipality; these sessions were held on the following dates:•28th August 2020•11th September 2020•5th October 2020•10th November 2020.The rationale behind this project is to build resilience to extreme climatic events such as floods and drought, enhance the ecosystem good and services, improving water security, understand river system and establish an awareness programme which will create skills development, job opportunities whilst empowering the community to take ownership of the resource that is of service them.
