A draft spatial plan signalling high level planning for the city was released in July 2020, and a final version of the plan is due July 2021. This spatial plan will feature action areas related to growth plans, natural hazards, environmental and resource protection, and more sustainable transport and building opportunities. This plan will then guide the detailed rules and regulations for the city's next District Plan, which is due to be completed and notified in 2022. A strong focus has been placed on maintaining a compact, liveable urban form, which aims to reduce the amount of private vehicle travel, and associated emissions. This programme of work has been carried out under the Council's normal operating budget and has not received specific funding.

Combined with the projected population growth accounted for in Planning for Growth, substantial improvement and investment is critical. Let's Get Wellington Moving (LGWM)is a 20 year transport plan designed to reduce congestion by integrating rapid transit along with upgrading active transport infrastructure and ensuring public transport is accessible, affordable, convenient and extensive. It represents a once in a generation opportunity to ‘move more people with fewer vehicles’. Aims to increase pedestrianisation of some streets in the CBD is set to occur with the overall intention of improving accessibility and reducing reliance on cars. Additionally, the Council will focus on increasing shared mobility and micromobility options, as well as the delivery of additional public spaces EV chargers throughout the city. As at Jun-21 the early delivery programme is underway while the programme is ready to begin investigation of the major LGWM projects.

Emissions Reduction5.4Describe the anticipated outcomes of the most impactful mitigation actions your city is currently undertaking; the total cost of the action and how much is being funded by the local government.12Action description and implementation progress3The overarching goal of the plan is to reduce the city's landfilled waste by one third by 2026.Actions include:Deliver enhanced regional engagement, communications, and education.- Facilitate local councils to determine and where feasible, implement optimised kerbside systems that maximise diversion and are cost-effective to communities.- Investigate and if feasible, develop a region-wide resource recovery network – including facilities for construction and demolition waste, food and/or biosolids, and other organic waste.- Collaborate on options to use biosolids beneficially.- Promote, investigate and, where appropriate and cost-effective, support the establishment of shared governance and service delivery arrangements, where such arrangements have the potential to enhance the efficiency of waste management and minimisation initiatives within the Region.- Fund regional resources for the implementation of the Waste Management and Minimisation Plan, for example, human resources and research, funding the formulation of the next WMMP, or investing in shared infrastructure or initiatives.- Work collaboratively with local government organisations, non-government organisations and other key stakeholders to undertake research and actions to advance solutions to waste management issues such as, but not limited to e-waste, plastic bags, and the need for a container deposit system.-Examine opportunities to remove sewage sludge from the landfilled waste stream. - Work together to lobby for product stewardship for possible priority products such as, but not limited to e-waste, tyres and plastic bags.

This trial covers 950 homes on the Miramar Peninsula. The council will be monitoring the trial’s success over 12 months, and will use the results and feedback to inform a city-wide solution for our food waste. As of July 2020, the Council also made a decision to only collect 1, 2 & 5 type plastics for recycling, in line with other Councils in the country, as these can be locally recycled and/or have a global market for reuse--unlike many plastics, which are not able to be recycled and are often shipped to other countries, ending up in their landfills and waterways. As almost 95% of residents in the city recycle, and are passionate about this status, Council hopes that this will incentivise consumers to change behaviour in purchasing products that are able to be recycled and to drive the market toward a product stewardship mindset.

Since 2011 WHESP has reached almost five percent of Wellington’s households. This expanded programme will increase the current allocated funding with an expectation of targeting 25% of Wellington households by 2030. The goals of this programme are to reduce overall energy consumption and increase housing liveability, through promotion of energy-efficient upgrades and advice around creating warm, healthy homes, and low carbon living.

It outlines our goals and plan to protect Wellington's iconic natural areas that make our city an exciting and vibrant place to live, work, and visit. The Council aims to protect and restore biodiversity through a range of projects and services across the nearly 4500 hectares of public open spaces we manage.Our goals and actions are grouped into four themes:-Protect the ecologically significant areas on private and public land, particularly through pest reduction-Restore these areas – create safe buffer zones around them and connect them-Connect people to the importance of and threats to our indigenous biodiversity, and provide resources and support for restoration work across all our reserves-Research the best ways we can continue to manage our issues and progress The Green Network Plan, currently in development, looks to create a bold vision for interconnected green spaces across Wellington. The plan would provide a blueprint of existing parks, green and open spaces to be integrated with future opportunities or development sites to benefit residents, promote economic development, and make Wellington communities more connected, ecologically diverse and sustainable. The Green Network vision will set a framework to focus City and private-sector investments in the future. The goal of this plan is to increase biodiversity within and among the city, protect and increase access to green space for city residents, and examine opportunities to further invest in potential carbon reduction planting. Many of the actions are funded through budgets developed for the relevant asset management plans and annual plans.Other actions are funded through alternative budget sources. This means funds are sought from sources such as sponsorship and grants in liaison with key internal and external partners such as government agencies, educational institutes and non-government-organisations. The actions outlined in this plan are prioritised as part of Wellington City Council’s planning and budgeting processes and itemised into work programmes.

Enhancing shared mobility options has the potential to reduce carbon emissions substantively through the removal of private cars from the network. A survey of car share members in Wellington shows that each car share vehicle can take 10 or more cars off the road and encourages a behavioural shift toward active and public transport options. The removal of private cars reduces both VKT and also reduces emissions per VKT as car share vehicles in Wellington are either electric, hybrid or have high fuel efficiency in comparison to the vehicles they are replacing. Wellington city council is currently exploring opportunities to increase car share throughout the city, as we have seen more than a 5 fold increase in membership over a year and a half. Currently over 5% of city residents are now a member of a car share scheme, and a recent survey showed almost a quarter of respondents have reduced car ownership or gone car free as a result of car share. Electric bike sharing is another potential opportunity that has the ability to shift people away from private vehicles and encourage active transport.

In Wellington, residents of over 20,000 households cannot park their car on the property, meaning they would be reliant on public charging facilities. Council therefore has a role in seeing the charging station network develop. Council is planning the installation of around 60 EV fast chargers in public locations around the city by 2025. This initiative is designed to complement the existing residential street chargers and chargers installed by the private sector.

This fund supports the grassroots action that residents are looking for. Each project funded will report back on the emissions reductions that result from the funded project. Funding schemes are a common tool Wellington City council utilises to support city priorities. Existing grants support priorities identified in the Long Term Plan, and Towards 2040: Smart Capital. The Council has existing expertise in managing these programmes and delivering on the outcomes. The programme will get underway in the FY22 year and will be managed by the existing grants team.

It is a five year pilot and is intended to be delivered in partnership with a co-funder. If a co-funder can be confirmed the pilot will reach more businesses and deliver more savings than currently projected. Upfront costs for an energy audit are considered to be prohibitive to many business owners and consequently few Wellington businesses are undertaking audits and investing in energy and carbon savings. It is expected that 90% of of businesses who have an audit will invest in at least one energy efficiency improvement and will realise 15-20% in electricity savings.

The detailed concept and behaviour change strategies will be developed early in FY22 with a team of experts. The Council has recognised that it needs to act quickly to harness the energy and drive of its community and inspire everyone to take whatever actions they can to reduce their impact on the environment.
