En relación a las fuentes de emisión de GEIque sugieren los protocolos contabilizar, el estudio se dividió en tres fases. La primera, fuede planificación, el cual consistió en analizar la recolección de la información sobre lasfuentes de emisión, o también llamados “datos de actividad”. Según WRI (2014), larecolección de datos es una parte integral del desarrollo y actualización de un inventario deGEI. Esto incluye la recopilación de datos existentes, la generación de nuevos datos y laadaptación de los datos de inventario para su uso. En este caso, uno de los mayores retospara realizar el presente inventario de GEI, se debe a las limitaciones en la calidad ydisponibilidad de datos de actividad por la falta de un Sistema Nacional de Información.Los datos de actividad se refieren a una medida cuantitativa de un nivel de actividadhumana, que da lugar a emisiones de GEI que tienen lugar durante un período de tiempodeterminado (IPCC 2006).La segunda fase (campo), fue recopilar los datos de actividad de los siguientes sectoresfuentes de emisión: energía estacionaria, agricultura silvicultura y otros usos del suelo(AFOLU), desechos sólidos y transporte. Para obtener tal información, en algunos casos,fue necesario solicitar a las dependencias del estado, mediante el acceso a la informaciónpública, información relacionada a los datos de actividad, como por ejemplo; al Ministeriode Energía y Minas, se le solicito información sobre la cantidad y tipo de combustiblesutilizados por las industrias energéticas que se encuentran ubicadas en los municipios queintegran MASUR.
