City-wide Emissions4.14State if the emissions factors and activity data used to calculate your cities emissions are accessible within the attached emissions inventory in question 4.5. If so, please describe where these are located within the attached inventory.2State the location of emissions factors and activity data within the attached inventory in question 4.51Emissions factors and Activity Data ReportedTo calculate GHG emissions from electricity, natural gas, heating oil and propane, the total net annual energy values (where applicable, less transmission, distribution and line losses of 4.02%) were multiplied by applicable emissions factors. These values were then multiplied by the pollutant’s GWP to give total CO2e emissions in metric tons (tonnes). Fugitive GHG emissions from coal piles were estimated by deriving the total area of the piles, estimating the weight of the piles (in tons) and then applying a GHG emissions factor. These quantification methods are captured as follows:Energy Stationary Energy – Electricity = Electricity * (1 – (Line Loss (%))Energy Stationary Energy – Transmission, Distribution and Line Losses = Electricity * (Line Loss (%))Emissions Stationary Energy – Electricity = Fuel (MWh) * EFtCO2eEmissions Stationary Energy – Natural Gas = (Fuel (GJ) * EFCO2) + (Fuel (GJ) * EFCH4 * GWPCH4) + (Fuel (GJ) * EFN2O * GWPN2O)Emissions Stationary Energy – Propane = (Fuel (GJ) * EFCO2) + (Fuel (GJ) * EFCH4 * GWPCH4) + (Fuel (GJ) * EFN2O * GWPN2O)Emissions Stationary Energy – Heating Oil = (Fuel (GJ) * EFCO2) + (Fuel (GJ) * EFCH4 * GWPCH4) + (Fuel (GJ) * EFN2O * GWPN2O)Emissions Coal = ((Coal Pile Size (ft2) * Coal Pile Height (ft.)) / Coal Volume to Weight (ft3/Ton)) * CH4 Generated (scf / tCH4)

City-wide Emissions4.3Please give the name of the primary protocol, standard, or methodology you have used to calculate your city’s city-wide GHG emissions.2Comment1Emissions methodologyFollowing the requirements of the GPC Protocol, the Louisville GHG Inventory considered emissions from all reporting Sectors, including Stationary Energy, Transportation, Waste, Industrial Process and Product Use (IPPU) and Agriculture, Forestry and Other Land Use (AFOLU). In addition to fulfilling the requirements of the Covenant, the document also describes the quantification methodologies deployed by Louisville Metro Government to calculate GHG emissions for the 2010 baseline and 2016 reporting years, and to present both the Core and Expanded 2016 community GHG emissions inventories for the city.
