| 172207 | 54518 | City of Helsingborg | Sweden | Europe | 0.1 | Please give a general description and introduction to your city including your city’s reporting boundary in the table below. | 2 | Description of city | 1 | Please complete | Helsingborg’s location and varied landscape provide a perfect setting for testing, developing and evaluating green solutions. The city is only 5 km from its twin city Elsinore in Denmark, separated by the strait Öresund. This is one of the world’s most trafficked straits and it is pivotal in the region’s efforts to develop sustainable solutions that promote clean transport, biodiversity and circular thinking. Helsingborg is home to the second largest container port in Sweden and is a central point for a railway network and three international highways. As of 2018, Öresund is home to the first high-intensity electric ferry line that connects two countries, and the Port of Helsingborg is currently testing electric self-driving pods for harbour activities. The first important step in building a sustainable city was the expansion of the district heating system in 1964. Today, 99.8% of the city´s district heating is from fossil-free energy sources, this has contributed to halving the harmful climate emissions since the 1990s. In 1974, an industrial symbiosis took place between the local municipally owned energy company Öresundskraft and private company Kemira. In 1983, the first environmental protection plan was adopted, and kerbside collection of sorted waste was introduced as early as 1988. Just one year later, Miljöverkstaden was founded. Over the past 30 years, the city has run this education program, where every pupil (age 6-15) have undergone learning centred on water, energy and recycling. For twenty years, all single-family households in Helsingborg sort household waste in eight fractions. Residual waste becomes heat and electricity in district heating. The organic waste becomes biogas – fuelling buses and garbage trucks since the early 2000s. Our subsequent accomplishments include: •100 % fossil-free public bus system since 2004•World's first high-intensity electric ferry line. •Improved air quality and reduced noise levels due to systematic efforts. •Öresundskraft invested in 1,300 charge points for electric vehicles. •Installed solar panels on many public buildings. Helsingborg is located along the west coast of Skåne. The city lies elongated towards the sea. With rising sea levels, this location makes the city very vulnerable to storms. Helsingborg has been working with climate adaptation since 2007 but on a larger scale since 2012. Helsingborg is a living project for building a greener city from the ground up. This ambition and a strong delivery have resulted in the prestigious title of Sweden’s No. 1 Green Municipality, four years in a row. In 2019, Helsingborg accelerated this work with the H22 initiative, a major investment in innovation and a City Expo in the summer of 2022. Examples that will be showcased during H22 City Expo: •The Three Pipes system, a unique wastewater management system in the new city district. By separating grey and black water and ground food waste, biogas production will double and enable the safe circulation of nutrients. •NSR, the municipal waste company and the private company Bintel, have developed waste collection on demand. •The city’s district cooling uses sea water as a coolant, receiving a Climate and Clean Air Award at the UN Climate Conference in Bonn in 2017. Helsingborg’s goal is to become climate neutral by 2035. To reach the goal, several initiatives will be implemented: •A biochar facility is being built at NSR waste plant, ready in 2021. •Öresundskraft is planning a full-scale CCS facility by 2026. •The Port of Helsingborg plans to offer electric charging stations for ships by 2026. •Rebuilding streets, improving bicycle networks and continuing to increase electric bus traffic with the goal of reaching one third each of pedestrians/bicyclists, public transport and motorists. •A citizen initiative has created a climate agreement aimed for residents. Companies are being encouraged to sign a local climate agreement. | |||

Governance and Data Management | 1.0 | Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below. | 2 | Description | 1 | A new master plan has been under review during the spring of 2021 and is expected to be adopted by the City Council in December 2021.The master plan is one of the City of Helsingborg's overall governing documents that gives guidance on how to use, develop and preserve land and water areas so that we can create an attractive and sustainable city in the long term. The master plan will make it possible to create a high quality of life for 190,000 inhabitants by 2050. In the master plan, we set out the major structures and strategies for housing and traffic systems, greenery and climate change adaptation until 2050.The master plan creates conditions for reduced climate impact through smarter infrastructure, multifunctional solutions and guidelines for sustainable urban planning. The plan provides opportunity for more space for greenery and create conditions for walking, cycling and public transport. New businesses and new urban areas will be located where there are good public transport connections to reduce dependence on cars. The master plan also steer the development towards a Helsingborg that is more robust to the weather extremes that a warmer climate brings with it. The ambition is to influence agriculture, infrastructure, ecosystems and business as little as possible in a negative way. Water has a central role in reducing the consequences of climate change and to get an ecosystem that is in balance – we must therefore make room for water!

Governance and Data Management | 1.0 | Please detail sustainability goals and targets (e.g. GHG reductions) that are incorporated into your city’s master plan and describe how these are addressed in the table below. | 2 | Description | 2 | In the politically adopted Vision for 2035 sustainability is well incorporated. Especially in these two paragraphs:"“We take responsibility for how we use our energy sources and natural resources. We are on the right way towards a sustainable ecological footprint - we do not live on the earth's assets.”“Here you will find local production and small-scale activity, smart climate adaptations as well as sustainable environmental and energy investments. Here the water is clean and the air is easy to breathe. Everything in Helsingborg is done with social, environmental and economic sustainability in focus - here it is easy to make wise choices.”

All new buildings must be adapted to sustain a temporal extreme high water level of +3,5 metres. For key societal functions that level is +4 metres.

We will secure necessary surface water paths to divert water in the way that minimises damage"."We will create the opportunity to densification of the city by reserving flooding surfaces and space for storm water management"."We shall ensure that water and storm water systems close to the sea are adapted to rising sea levels and rising groundwater levels that occur as a result of climate change".
