When the storm surge hit, there has been severe impact to the brick walls, garage ports and parked vehicles. In 2011 and 2013, the city suffered from two heavy storms, causing damage worth approximately EUR 1 M each. The largest areas affected areas were houses, infrastructure and groynes in the harbour. No injuries or deaths were reported. As sea level rise, the impact and intensity of storm surges will increase. If a 100-year event occurs in the next 50 years, given that nothing is done to protect the city, we are facing costs of estimated EUR 50 M. Sea level rise and storms will affect ferry traffic, railroad traffic, the commuter system, key societal functions like waste water treatment and electricity system. It is also combined with severe threats to life and health of the population, although it is impossible to quantify number of people affected.

Average temperatures in Scania were for some months 2 degrees Celsius warmer than normal average monthly temperatures. The mortality rate was significantly higher than normal in Helsingborg, affecting many nursery homes for elderly people. Extra costs included personnel, technical devices and fluid replacements. Many of the newly established urban trees died and had to be replaced, however no cost estimates are available for this measure. In the future, heat waves like the one we experienced in 2018 will increase in magnitude and frequency. The urban heat island effect will be more noticeable and affect vulnerable groups like elderly people, disabled people and children.

The is a certain budget item for adaptation measures in the investment budget. The city has reserved EUR 10M in the capital expenditures for climate adaptation until 2035, initiated by politicians in the Planning Committee. However, the financial situation can change due to political will, the economic situation and potential unforeseen costs for the municipality. The money allocated for adaptation measures is also not nearly enough to secure the city in the long-term. Instead, state aid or other financial aid i.e. from the EU will be needed to safeguard the city from current and future climate hazards.

Engaged politicians is a key for successful outcome. The mayor has signed the Covenant of Mayors 2030 target which also includes adaptation. In 2018, the city hosted a national conference focusing on resilient urban development close to the sea [1]. During the citizen’s dialogue for the new Comprehensive Plan, climate vulnerability was one of the topics discussed. In total, eight citizens’ dialogues were held in 2020 where people could discuss the new proposal and climate related risk in their local environment.

The city has integrated the climate adaptation strategy in the new comprehensive plan, which will come into force in December 2021. The planning horizon in the comprehensive plan extends until 2050 but adaptation strategies include climatic consequences up until 2100. The strategy provides planning guidelines for new urban development. We have evaluated the appropriateness for new land use using climate data, topography and the river basin perspective. As a result, 10-20% of total development area is reserved for storm water management depending on local conditions and the need for handling urban storm water and flood preparedness.
