In new residential areas, taking into account urban storm water and flooding in the planning process is fairly easy. However in the existing city environment, climate adaptation can be a challenge. We have in the public park Ängslyckan built a storm water reservoir and an open urban storm water system to ease risk of flooding in adjacent residential area.

The project spans four years with a lot of emphasis on monitoring. The tested measures are: replanting eelgrass to produce new eelgrass beds, removal of invasive species like Rugosa roses, planting native species that better bind the soil, create new sand dunes by strategically placing seaweed on the beach as natural sand traps and placing a "sand motor" just outside the shoreline. The sand motor is basically sand that is placed strategically so that currents and waves over the years will distribute the sand to the most erosion prone areas. The trials will be closely monitored with the aim of upscaling the most cost-effective solutions.

The municipality has liability for damages for 10 years after a building permit has been approved. Our overall assessment of the risk of erosion, the highest estimated high water and the impact on groundwater is therefore that we should not allow new permanent buildings for residential and operational purposes below +3 meters above sea level. Raising the ground is not appropriate with regard to landscape values, the exception is areas with quays. Testing can take place in individual cases. We must take into account elevated groundwater levels, erosion, extreme water levels, wind accumulation and wave washing when we dimension measures and test building permits and plan in detail in coastal locations. The municipality's assessment is that in areas that are up to + 5 meters above sea level, buildings need to be tested for suitability based on these aspects. We have chosen to call this area the Respect zone Coast. Respect zone Coast is a strategic statement which is incorporated in our new comprehensive plan for Helsingborg.

Helsingborg has since produced an urban heat island map of the city, which also includes the cooling effect from the ocean. This map will be an effective planning tool and will embedded in the planning of urban green planting related to the Green Restructuring Plan and detailed planning. The map is based on data from an urban heat island model and shows the amount of hours during the course of a summer where the radiant temperature exceeds 55 degrees Celsius. Recent research for the Nordic region suggests that this is a threshold value for when the mortality rate increases for vulnerable groups in society. We have produced four (4) maps representing the following data series: Current average summer, current extreme summer, future average summer and future extreme summer.
