To reach the Paris 1,5 agreement, maximum 1 tonne CO2 equivalents per resident and year can be used in 2050. However, a study by Uppsala university shows that swedish municipalities need to decrease their emissions by 12-15 % every year to contribute to the paris agreement. The direct emissions should decrease with at least 85 % procent in comparison with 1990. To reach carbon neutrality, alternative measures are allowed for the final 15 procent of emission reduction, such as measures that increase the uptake of carbon from the atmosphere and climate projects outside of the municipality boundary. The main contribution to carbon uptake will be a bio-CCS solution for the district heating.
